December 18, 2019 There are many innovations foreseen by the new "Pact for Health" which redesigns the Health in the years to come. Some are long overdue and many are not easy to implement: from the new criteria for regional commissioners to the provisions for the lack of doctors in the ward, up to the remodulation of the tickets. The document signed in the State-Regions conference confirms the resources for Health with an increase of 2 billion for 2020 and 1.5 billion for 2021.

Ticket
A working group will be set up that will aim at reviewing citizens' participation in spending by introducing modulation based on the equivalent family income.

commissioners
Government and Regions undertake to re-examine the procedure for appointing ad acta commissioners and agree to draw up new guidelines for leaving the commissioner based on budget balance, but also on the guarantee that Lea (the essential levels of assistance) are above the threshold of sufficiency.

Human resources
The budget available for new hires rises by up to 15% compared to the annual increase in the national health fund. Go-ahead for the admission of third-year specialists to participate in competitions and the possibility for doctors up to 70 to remain in service.

Local medicine
The reorganization will focus on strengthening home, semi-residential and residential care. In this context, the experimentation of the services pharmacy and the enhancement of the role of the family nurse are planned.

Essential levels of assistance
The text introduces a new tool for assessing the quality and efficiency of regional health services. In case of insufficient evaluation, the region must draw up a reorganization plan.

Health migration
A national program will aim to reduce inter-regional mobility due to organizational and quality and quantity deficiencies in services.

Building
The new pact identifies the necessary infrastructure projects for 32 billion euros, in addition to 1.5 billion for the technological modernization of the equipment

Among the other novelties, shared research governance will be promoted to streamline the allocation of resources. Greater efforts are envisaged for antimicrobial resistance contrast and for measles and rubella vaccination programs. A working group is foreseen for the revision of the legislation on health funds and a modernization of pharmaceutical governance. The Pact goes back to talking about the reorganization of supervised institutions (Aifa, Iss, Agenas) to overcome the duplication of competences and aims at a greater involvement of citizens.
