But how will the digital citizen be five years from now? Minister Paola Pisano starts from this analogy, to present, in an event at the Temple of Adriano, in Rome, the Action Plan '2025 Strategy for technological innovation and digitalisation of the country'.

"What we are proposing is a common vision, capable of directing the country towards digital and technological transformation through three challenges, which concern digitalisation, innovation and ethical and sustainable development".

The Minister for Technological Innovation and Digitization starts from what was done three months after his appointment: "In the first three months of my mandate we started creating the conditions for an ecosystem to support innovation and defined the first tasks operative forces, establishing agreements with the main organizations and associations, the academic realities and the ministries involved in various capacities in areas that have a transversal impact on the technological and digital development of the country. Today we present our strategy for the coming years, "said Pisano.

From the digital identity to the villages of the future
Among the first 20 actions listed by the Minister in the Action Plan, some old knowledge (such as digital identity and IO, the app for public services) and other creative projects, such as the Villages of the future in which to focus emerging technologies ("We will launch a call to select the villages available to participate in the implementation of the project. The selected villages will receive all the support necessary to attract the digital service providers necessary for the realization of the project, as well as, of course, commissioning provision of the project ").

The Saturday of the future and the tablet for the elderly
There is the idea of ​​the Sabbath of the future to bring students closer to technology (devote ten Saturdays a year to updating Italian high school students, their teachers on the latest sectors of technology and innovation. I Saturday of Future will involve researchers and scientists from universities, research institutions and technology companies who will talk about what is happening in the world of technology and innovation and how what we are doing today will impact on our future ").

Or "A senior citizen, a tablet and a smile for digital inclusion", which introduces the concept of "digital civil service:" the elderly who live in Municipalities with a higher risk of digital divide will receive a personalized tablet with a series of apps released by public and private entities that will allow them to read a newspaper offered on special terms by publishers, do the shopping and order medicines, make distress calls and communicate with their relatives. The tablets will be donated by new or refurbished ICT companies. And since no one is born "digital" an army of volunteers (thanks also to the creation of the digital civil service) will educate them on the use of the tablet and apps, giving them digital smiles ".

The right to innovate
Among the 20 actions we find another concept already expressed by Minister Pisano, the "Right to innovate". Starting from the 2019 index published by the World Bank which places Italy only in 51st place among the countries where it is easier to do business, the Action Plan aims to “allow experimentation of frontier innovation, by temporarily disapproving the current regulations if necessary. If innovation proves to have a positive social impact, the norm that will allow innovation to become a product or a service will be modified or created ”.
