It is noted that in early October, the State Duma Committee on State Building and Legislation returned the bill to Shargunov due to the lack of recall of the Russian cabinet to this initiative.

At the same time, the new package of documents contains the opinions of the government and the Supreme Court of Russia. It is noted that the government did not support the bill.

The Cabinet also indicated that in the explanatory note to the document there is no sufficient justification for the need to introduce the proposed changes.

The Supreme Court considers it appropriate to take into account the possible competition of the amendments in the draft wording with other criminal law norms on liability for crimes against the person, property and public safety.

In late September, Shargunov submitted to the State Duma a draft law on leniency for repeated violations of the organization and conduct of rallies and pickets.
