It is noted that the purpose of the law is to protect non-smokers from the harmful effects of tobacco smoke.

As it is specified, first of all we are talking about the protection of the elderly, children and women living in communal apartments with smoking neighbors.

“The absence in the current version of the federal law of a ban on smoking in premises that make up the common property of owners of rooms in communal apartments is a violation of the rights of non-smokers of residents of communal apartments,” the explanatory note states.

Earlier, the State Duma adopted in third reading a law that returns smoking rooms to airport buildings.

On November 22, Russian Prime Minister Dmitry Medvedev signed a decree approving the country's anti-smoking concept, which provides for a reduction in the number of smokers among adults by 2035 to 21%.
