Libyan cities announced Monday the extreme case of al-Nafeer and the dispatch of military reinforcements to participate in operations to resolve the battle for Tripoli against the forces of retired Major General Khalifa Hifter.

Municipal and military councils in the cities of western Libya, including Zliten, Al-Zawiya, Cabao, Al-Raheebat, Al-Khums and Muslata, declared a state of emergency and harnessed all capabilities at the state’s disposal to resolve the battle of Tripoli, defeat the militia of Haftar, adhere to the choice of the civil state, and reject the rule of the individual.

After a joint meeting that included the Misrata Municipal Council, the Senate and Reconciliation Council in the city, the central military zone, and members of the House of Representatives and businessmen, it was decided to form an "emergency room" to respond to what was described as aggression against the capital.

Military reinforcements
The Central Military Region from Misrata and Zliten sent new military reinforcements to the fighting axes in Tripoli, in implementation of its declaration of a state of emergency and support for the military forces located south of the Libyan capital.

The Misurata battalions are the striking force and the backbone on which the Al-Wefaq government relies in its line of defense from the capital, south of Tripoli, where armed clashes are taking place.

The armed battalions belonging to Misurata were the first in the forces to confront Hifter's convoy when he attacked Tripoli on the fourth of April.

Haftar's forces have lost important sites since their attack on the capital, Tripoli, including the cities and regions of Al-Aziziya, Ramla and Al-Sa’idia, while its largest losses are in the city of Gharyan, southwest of the capital.

The clashes are currently concentrated in several axes: Al-Zatarna, Wadi Al-Rabi`, Ain Zara, Al-Khaleh, Al-Yarmouk, Al-Nahr Road, Al-Khalat, Al-Togar, Al-Toisheh, Al-Sa’idia and Al-Heera, south and southwest of Tripoli.

Member of the Supreme Council of the State of Al-Qassem Dabars considered that the statements made by the cities of the western region are welcome from the circles in support of the civil state and supporters of the revolution from February 17.

Regarding the declaration of a state of al-Nafeer at this time, Dabars believes that "the exacerbation of the human suffering in Tripoli and the prolongation of the crisis is one of the main reasons for this declaration."

He adds that the repeated abuses from Egypt that interfere negatively in the Libyan internal affairs and try to exercise the role of guardianship, require a serious pause from all Libyans to block the path of the "axis of evil" countries.

Debre pointed out that the mobilization of Haftar and bringing him mercenaries from different countries recently made the cities pro-Libyan revolution - including Misurata - a race to close ranks and unite efforts and sense of danger in the interest of the state and revolution.

Mustafa Al-Mujei, spokesman for the "Borkan Al-Anger" operation, considered that the Al-Wefaq government intends to take important steps, and it needed to hear the voices of citizens in all their directions to complete the path of resolving the battle of Tripoli and extending its control over the entire Libyan soil.

He added, "The reserve forces in the cities are required to alienate their entire forces, and this step may require disrupting some state institutions and affecting daily life, but it is a necessary step."

Al-Majei affirmed that Misrata is one of the Libyan components that reject the tyrannical rule of the individual and demand a civil, democratic state that protects human rights. The city has made use of its weight to repel the aggression against Tripoli.

He declared that the declaration of several cities as a state of emergency is a positive indication and a big moral boost for the heroes of the "volcano anger" operation, pointing to the desire of the Libyans to resolve the battle for a stable state and block the path of the countries involved in the Libyan affairs.

In the opinion of the strategic expert, Adel Abdul Kafi, that declaring the state of al-Nafeer is important at this time for public mobilization and harnessing political, military and financial strength to support the fronts of the fighting and progress to end the battle in the field.

Three occasions
Abdel Kafi warns that Misrata has declared the state of al-Nafeer only on three occasions: in the Libyan revolution in 2011, and when it confronted the Islamic State in Sirte in 2016, and now it announces it again to confront the Haftar militias.

He believes that the battle scales will change soon, as new forces enter the fighting axes to end the state of stalemate resulting from attempts by some countries to prolong the battle and resolve the crisis in political ways.

"There is no doubt that the Al-Wefaq government has concluded that resolving the crisis by political means is aimed at maneuvering from countries that support Haftar, and therefore the government is now seriously considering ending the Battle of Tripoli," he added.

Abdel Kafi said that resolving the battle requires swooping on the most important strongholds of Haftar in the city of Tarhuna to drop his project in the western region and moving in confrontations to eastern Libya to pursue his militia that committed war crimes in several cities, as he put it.
