The Government of the Generalitat of Catalonia, headed by Quim Torra, disregarded reports of the Mossos d'Esquadra and the Catalan Traffic Service contrary to the celebration of the marches that the Catalan National Assembly ( ANC ) organized the past 16, 17 and 18 October to protest against the sentence of the procés and that resulted in the collapse of the road network of Catalonia.

On Sunday, October 13 at 1140 p.m., the ANC formally communicated to the Department of Interior of the Generalitat its intention to gather "25,000 people" to occupy the main Catalan roads on October 16, 17 and 18, "in response to the ruling of the referendum on October 1, foreseeably condemning the Supreme Court. " He claimed it through the "urgency" route, given the "imminent publication" of the ruling, which would be announced only a few hours later, on Monday 14.

On the morning of that same day 14, the General Sub-Directorate of Internal Security of the Generalitat demanded to the police and traffic services to analyze the manifestations devised by the ANC and to deliver within a maximum period of 24 hours reports that endorse or oppose its celebration. On Tuesday 15, the reports had been delivered and were opposed to the celebration of the ANC marches in the terms set forth.

The Mossos unsuccessfully required "to modify the route of the different marches" and proposed an alternative one for secondary roads after remembering "the prohibition of walking on foot of pedestrians, bicycles and tractors on motorways and highways" and the "coincidence of the route with the itineraries mandatory vehicles with dangerous goods ".

The Catalan Autonomous Police issued a "favorable report subject to modifications" that did not end up being attended, as the marches ran along highways and highways, such as the AP-7 itself in which Torra said. A day later, on October 16, at 2:33 p.m., the person in charge of processing meetings and demonstrations of the Sub-Directorate General for Internal Security responded to the Mossos: "We are out of time to modify the routes of the marches." By then, Torra was already protesting against the sentence on the AP-7 motorway next to Ibarretxe.
