The Roads and Transport Authority confirmed that "this activity is against the law, and its owner is subjected to a financial fine of 10 thousand dirhams," pointing out that training in accredited facilities is mandatory to obtain a driver’s license, while illegal training cannot be used because it is far from the approved curriculum in licensed facilities .

And «Emirates Today» monitored advertisements on popular promotional sites for people offering driving education service away from accredited institutes and schools, indicating that their role is to help the applicant pass the test.

A person of Arab nationality offered to train cars for residents, and Emirates Today contacted him, informing her that the share price was 75 dirhams for an hour and a half, stressing that the person should be taught how to drive and the most important regulations that must be adhered to, within only two sessions.

He pointed out that the training takes place in a private car, in the side streets, so as not to cause any concern, calling for opening a file in one of the institutes before contacting him, to coordinate how to obtain private lessons in driving.

A "secret coach" offered the driving training service, noting that he worked in one of the institutes in the country for more than 10 years, stressing that his classes solve all driving problems, while providing special programs for beginners, and programs for those who obtained driver's licenses from other countries. The advertiser told «Emirates Today» that the price of his training share starts from 60 dirhams per hour, and rises according to the effort he exerts with the person, “because there are people who know the basics of driving cars, and others do not know them.”

The trainer offered to provide driving lessons for girls, stressing that it helps them pass the parking test, and teaches them the basics of driving. She added that she also offers "revitalization courses for women who have obtained the license, for women who have not been in driving for a long time."

For his part, Abdullah Yusuf Al Ali, the Executive Director of the Licensing Corporation at the Dubai Roads and Transport Authority, considered that training in driving vehicles outside the scope of the regulations and powers of the licensed training institutes is a legal violation, stressing that «it is not currently apparent, as there were no complaints to the authority about this matter ».

He said to «Emirates Today», commenting on advertisements published by residents in the country to provide training courses to teach driving on vehicles, as these are “individual practices”, stressing that “the authority monitors such cases when they are present.”

Al Ali warned against training in driving cars in non-accredited establishments to practice this activity in the emirate, describing it as "an illegal practice and a waste of effort, time and money for the trainee," explaining that "training in accredited facilities is mandatory to apply for the authority's tests." It is not possible to take advantage of illegal training because it is far from the high-level curriculum adopted in the licensed facilities ».

Al Ali added that the approved training vehicles contain systems that guarantee the safety of the trainee and the efficiency and comprehensiveness of the training, and directly feeds into the examination standards that the student will be subjected to at the end of the training stages, which directly contributes to passing the tests and facilitates obtaining the driver's license faster. He stressed that the Dubai government organized the practice of training activity to teach driving in the emirate, and prohibited it before obtaining the permit.

The Dubai Executive Council’s decision stipulates that the fine for engaging in a driving education activity without a permit is 10,000 dirhams, and the fine for engaging in an activity with a training vehicle not affiliated with the authorized facility is 5,000 dirhams.

It entrusts the Roads and Transport Authority in the emirate with defining and organizing paths, lines and areas in which it is permissible to engage in activity, in a manner that does not negatively affect traffic and traffic.
