This is stated in a message published on the website of the President of Ukraine.

It is noted that the draft law "provides for the exemption of certain categories of persons from the obligation to submit an obligation to terminate foreign citizenship upon acquiring citizenship of Ukraine, provided that they take the oath of a citizen of Ukraine."

So, it is proposed to relieve from the obligation to submit an obligation to terminate the foreign citizenship of persons who are undergoing military service or under contract in the Armed Forces of Ukraine, who helped to ensure national security and defense, "provided they filed a declaration of renunciation of foreign citizenship."

It also provides for the exemption from the obligation to submit an obligation to terminate foreign citizenship to persons who “are citizens of an aggressor or occupying state” and who “have been persecuted in their country, provided they file a declaration of renunciation of foreign citizenship”.

In early November, the head of the Ukrainian Foreign Ministry, Vadim Pristayko, said that Ukraine is currently “developing concepts” to introduce dual citizenship.

In August Zelensky signed a decree that expanded the list of persons entitled to citizenship of Ukraine, including Russian citizens who were “persecuted for political convictions”.
