The Mossos d'Esquadra have taken charge of the investigation to clarify the causes of the great fire that was declared yesterday morning in a solvent recycling and industrial waste treatment plant in Montornès del Vallès (Barcelona), which the Firefighters They have been terminated in the past midnight.
Mossos Scientific Police troops specialized in structural fires will make a first eye inspection at the Dictesa industrial plant.
This company had been sanctioned twice, with fines in the amount of 48,000 and 10,000 euros, for various breaches of current regulations , as reported yesterday by the Department of Territory and Sustainability.
The company is subject to an inspection program by the Catalan Waste Agency, which in the last three years has carried out two inspections.
That of 2017 was closed on May 7, 2018 with a penalty of 48,000 euros, which the company liquidated, upon detecting a storage exceeding the allowed capacity , the accumulation of misplaced materials (empty containers) and the lack of traceability in Document waste management.
In 2019, a new sanction file was opened, notified on October 8, with a penalty of 10,000 euros. The file was closed on December 3.
Currently, there is an open inspection of the General Directorate of Environmental Quality and Climate Change, but it is not yet closed and there is no aspect that affects the environment, according to the Territory department.
After the fire is extinguished, two vehicles of the Generalitat Firefighters have remained in place during the night as a preventive measure and are expected to leave the industrial premises throughout the morning.
The fire, which originated around half past seven in the Can Bosquerons de Montornès industrial estate, caused a large column of smoke , visible from several kilometers around.
As a precaution, the Generalitat activated the External Emergency Plan for the chemical sector of Catalonia (Plaseqcat), some 250 workers were evicted from the industrial estate and the confinement of vulnerable people in areas near the plant in the towns of Montornès was recommended , Montmeló, Martorelles and Vilanova del Vallès.
The extinguishing tasks of the fire caused direct discharges to the Besós river , according to the Catalan Water Agency (ACA), which confirmed that there was an impact on water quality and environmental effects, since copies were located in the first inspections carried out of dead fish in some sections of the river.
However, there was no impact on the water of the municipal network, according to the ACA.
