12 December 2019 "Compact majority" to vote on plastic and sugar tax, approved in the Senate budget committee. This is explained by sources of Italia Viva and Pd in ​​the Senate. In the past few weeks, the two measures have been the subject of a strong debate in the majority, with Italia Viva which has repeatedly requested its cancellation. The comparison led to a reduction in taxes compared to their initial formulation. Among other things, the plastic tax has fallen from one euro to 45 cents per kilo and the sugar tax has been shifted to October.


From March 1st the levy on winnings over 500 euros rises to 20%, including those for instant lotteries such as Scratch and Win. An amendment to the maneuver approved in the Senate Budget Committee provides for this. In the case of winnings at the new slots above 200 euros, from 15 January the withdrawal rises to 20%. The one-time tax collection (Preu) and the payout (65%) were also revised, that is the percentage of sums played for winnings. The aim of the 'tax on fortune' is also to cover the review of sugar and plastic tax.


The discount on the bill for the ecobonus is back but beyond the threshold of the amount of 200,000 euros for the works. Yesterday the measure had come to a halt with the go-ahead for an amendment that annulled the passage of the growth decree that had introduced the mechanism that allows to obtain from the supplier the advance, at the time of purchase, of the exact amount of the tax bonus linked to that investment. From 1 January 2020, the proposed amendment provides for the possibility for the subject who has the right to deduct to opt for the discount on the invoice directly from the supplier who carried out the works, with an amount exceeding € 200,000, solely for restructuring operations. first level, for the common parts of the condominium buildings.



The tightening on company cars that will start on the contracts stipulated from July 2020 on newly registered vehicles is easing. The fringe benefit drops to 25% on company cars, motorcycles and mopeds with CO2 emissions below 60 g / km and is 30% on those above 60 g / km and less than 160 g / km. For vehicles with polluting emissions of over 160 g / km and less than 190 g / km, the percentage rises to 40% in 2020 and rises to 50% from 2021 while for all cars over 190 g / km 50% is taken next year and 60% from 2021. The revision of the norm on company cars determines practically a zeroing of the expected revenues from the measure. The difference in terms of receipts between the new formulation of the rule and the original is equal to 331.6 million in 2020, 382 million in 2021 and 371.2 million in 2022. From the measure included in the budget bill, cash-ins for 332 were provided, 6 million euros in 2020, 387.4 million euros in 2021 and 378.8 million euros in 2023.

Healthcare costs can still be deducted from 19% without income restrictions. Therefore, the tightening on tax bonuses for high incomes, foreseen by the budget bill, which excludes only the interest charges for mortgage loans and the health expenses incurred for serious pathologies is skipped. It is one of the changes approved by the Senate Budget Committee.
