In particular, the parliamentarian proposes to introduce a norm according to which foreigners convicted in Russia for narcotic articles (228-230, 231 of the Criminal Code of the Russian Federation), after serving their sentences, will be subject to compulsory deportation, followed by a lifelong ban on entry into Russia.

“The international drug mafia is no less a problem (if not a big one) than international terrorism. Over the past decades, millions of our citizens have suffered from drug addiction, and we need effective and tough anti-drug measures, ”said Nilov.

In addition to the deprivation of the right to enter Russia, the draft law will also provide for the introduction of a mechanism for the confiscation of property and financial assets from drug trafficking organizers - both from foreigners and Russians.

The funds obtained as a result of confiscation from the drug mafia, Nilov proposes to send to create a network of medical and labor institutions and rehabilitation of victims of drug addiction.

According to the deputy, it is planned to introduce the prepared bill into the lower house of parliament after the New Year holidays.

According to the head of the criminal practice of the BMS Law Firm Alexander Inoyadov, confiscation of property from drug trafficking organizers is a justifiable measure if applied directly to such organizers, who in practice often evade liability.

“A lifelong ban on entry into the country should be applied only for the commission of serious drug crimes, in addition, it is worth considering the presence of the family of the convict in Russia,” the lawyer said.

Earlier, the Russian Ministry of Internal Affairs proposed legislatively to provide for the possibility of drug dealers ’property being turned into state revenue.
