President of Ukraine Vladimir Zelensky at a joint press conference with the leaders of Russia, France and the FRG in Paris, said that during the summit in Norman format, issues of the exchange of prisoners according to the “all for all” formula were discussed.

According to him, the need for a complete final ceasefire in the Donbass by the end of this year was discussed.

The parties also spoke about the need for a new plan for mine clearance in eastern Ukraine.

“We discussed issues related to the release of all detainees until December 31, 2019 according to the all-in-all formula,” he said.

According to him, it is necessary to compile complete lists and provide access to representatives of the Red Cross to detainees.

He added that he insisted on the need for full restoration of control of Kiev over the border.

“I insisted that we return to this issue during the next meeting in the Norman format, which will take place, as you have already heard, in four months,” Zelensky said.

He also said that the Kiev authorities will not allow changes to the Constitution of Ukraine regarding the federalization of the country.
