This Monday marks a year of the elections that led to change in Andalusia after 37 years of socialist hegemony. The president of the Board, Juan Manuel Moreno Bonilla, takes a positive balance of these months and asks the socialist barons to force a national pact with the PP to avoid other general elections.

Does the PP have nothing to talk about the investiture? The PP has things to talk about, but the one who doesn't want to talk is Mr. Sánchez. The self-proclaimed candidate for the Presidency does not want to know anything about the PP. He has made a firm commitment to make a transition from the Constitution of 78 to a new regime, a new model of territorial and social organization of Spain. And in that objective, the PP is not worth it. It is not worth it, today, while it is trying a pact with United We, ERC, the PNV and regionalist and provincialist groups. But, if that pact fails, should the PP reach out or accept the outstretched hand of the PSOE? Well, that is already a hypothesis, because Mr. Sanchez has not even had the minimum institutional courtesy or the minimum education to answer the call by Pablo Casado. Every action that Sánchez is doing since last November 10 is a blasting of the bridges towards the PP. Do you share with Alberto Núñez Feijóo and Cayetana Álvarez de Toledo that the best thing for Spain would be a government of concentration of the PP and the PSOE (and perhaps Citizens)? It would be the positive option for the Spaniards. I will always prefer a Government where the Constitution is respected to one with ERC and Bildu. Would be ideal. Now, that scenario has not happened! Before a concentration government that third elections? Obviously, I do not want a third election. Obviously, we will have to do everything possible so that there is none. But we cannot obsess or, above all, hold the PP accountable. Forty-eight hours after 10-N, Pedro Sánchez and Pablo Iglesias merge into a hug and stamp their signature. We were in full Executive Committee [of the PP], where, by the way, more and more debate. He did not leave us or comment. He did not wait a week. One week, I didn't ask for more. There was a manifest intention to block any possibility according to the PP. The responsibility is exclusively for Sánchez, I fully agree with Pablo Casado. Even so, why the PP has not taken any steps to promote this "ideal" pact, as you said, since the other great party of constitutionalism has not has it taken? What step can you take? Everyone knows that I am a pactist, but it is very difficult. The PSOE is walking alongside condemned independentists and Bildu terrorists. Right now, the only possibility is that Sánchez will break the pact with Podemos, break the proposal of the independentistas and turn 180 degrees to open a way of contact with the PP and Citizens. We suspect that you believe that Sánchez will not do that "turn ". So, do you think that without it there would be more possibilities for the PP and the PSOE to agree on governance? I am convinced that without the figure of Sanchez, if we had political leaders like those of the former State PSOE - Felipe González, Nicolás Redondo or Alfredo Pérez Rubalcaba - that possibility could be real. If there were a political leader of that stature, I, humbly, would be favorable to explore that path. I miss a lot and I miss voices that have disappeared. The PSOE has been mute. Should the barons of the PSOE champion this debate? Where are they? Where is Susana Díaz herself, who has renounced her own principles for staying in office? Now Susana Díaz, who was a supporter of that PSOE until a few months ago, keeps an incoherent silence to remain in her position, that is, that you appeal to Emiliano García-Page, Guillermo Fernández Vara and Javier Lambán to recover that PSOE. Evidently. They represent constitutional Spain in Castilla-La Mancha, Extremadura and Aragón. What I miss is that someone raise their voice in their party to say: "Hey, this way, no." That possibility of coalition would be real with another leader of the PSOE that we have talked about, but with Sánchez it is very complicated. He just said, a few minutes ago, that within the PP "there is more and more internal debate". To what extent have you participated in this internal debate? What has he said to Casado about the investiture? Basically, what I have always transferred to Pablo is the interest of Spain walking on a path of constitutionalism, and that it is very clear that we have to do everything possible for Spain keep walking through that constitutionalism. But we have a dignity as a political party and that dignity does not happen by crawling behind Pedro Sánchez. You asked Casado for moderation and widening the party. How much distance is left towards the center, now that its greatest competition for voting is on the right with Vox? The PP must always have one foot in the center; We must never lose that foot. From there, I believe that Pablo Casado has made an important effort in recovering that political space in these last elections. It is true that there is a part of the most conservative electorate that has centered around Vox, but hey, Vox is a phenomenon that is already transversal and that has not only won votes from the right, but also from a part of the left. Time will tell how far Vox is going to go. But we are the reference match and we have to continue growing from the center. The PP should not hit. Pablo Casado has done well in the last elections: we have recovered the center, but he has not fully recovered it. One million citizens voters went to abstention, not the PP. Do you really not think that the PP has to keep turning to the center? We will have to continue working and widen our social base. The more the PP resembles the Spaniards, the more social support we will have, and that is the objective. Spain is not in radical positions. You allowed Vox to enter the Andalusian Parliament Table. Why would it be different from the National Congress Bureau? I have always been against the 'sanitary cords', whatever it may be for anyone. They have a touch of totalitarianism. Therefore, I am also against any 'sanitary cordon' in Congress to Vox. But if the PP did not vote for Vox for the Bureau, Santiago Abascal would accuse him of being a tacit participant of that 'sanitary cordon'. It is if we have to make that effort. It is somewhat tactical and corresponds to the national leadership. This week there was the first official photo of a clear distancing with Vox, regarding gender violence. Have you changed in your speech in front of Vox? Vox is a party other than PP. Sometimes we agree and sometimes, no. We are firmly committed to the fight against gender violence and are willing to listen to any proposal to end this scourge. What seems sad to me is that we have not been able to be all the political parties in that institutional declaration. Are you afraid that Vox, grown by its 10-N electoral result, will increase the pressure for the final approval of the Andalusian budgets ? I can be critical in some subject and I also want to be fair in others. In the area of ​​Andalusia, in these 10 months, Vox has behaved responsibly and what it has signed has complied. Therefore, I do not doubt the fulfillment of the agreements signed. Budgets are not at stake, at all. What does "clear the name of Andalusia" mean? That the PP is going to turn the page of the "inheritance received", which has been the 'force idea' of your first year of Government? If you look at the more than 600 measures that we have implemented in these months, the 80% are new. The old Andalusia without ambition that socialism had established in Andalusia has been going on since December 2, 2018. Who thought just a year ago that Andalusia was going to be a community that lowered taxes, that was going to grow more than average Spanish and European, who was going to be second in net job creation or to be the second largest exporter? Are these trends not also inherited? No, and I can prove it. The trends were going down. When the Spanish economy caught a cold, we fell more. Now Spain is slowing its growth and, nevertheless, Andalusia endures above the average. For example, foreign investments fell 84% in the second quarter in Spain, and in Andalusia they grew 9.8%. In 10 months we will have two budgets approved in a timely manner, and with fiscal balance, which was something unthinkable. You promised on Thursday a gratification to the complainants of corruption. What do you mean? We are looking for motivational, economic or administrative elements. Anyone who reports corruption will be in a bubble, protected with maximum anonymity. And it will be awarded. This Administration is very large and we want that [corruption] will never be repeated again. After your first year of government, have your objectives in economics and employment been reduced in view of the situation you have encountered? Obviously, the circumstances They mark you. From the cooling policies of the economy that Sanchez has put on the table, we find it much more difficult. Even so, in 10 months we are close to 70,000 new net jobs, and we expect that next year we will be in a similar figure. But if we have a national government whose vice president is Pablo Iglesias, with erratic policies and old recipes, it will probably scare away an important part of the investment and slow down the economy even further, leading to a very complicated situation. And in health? The changes seem to have spread little to them. We have done something that nobody has done: put 1.2 billion more in health. And almost 500 million more in education. And almost 130 more in dependence. No one has reached the social figures of our budget in Andalusia by 2020. But we had to cover the holes in all the flanks. We inherited an autonomy that was the last in health investment per inhabitant, in number of nurses per inhabitant and in beds per inhabitant. In 10 months a deficit of 3,000 million euros cannot be solved. This takes time. In addition, we still do not have the 1,350 million euros owed to us by the national government, which is being disloyal. Do you believe that Susana Díaz will end the legislature at the head of the PSOE of Andalusia? I do not want to make firewood from the fallen tree, but I see a huge plot weakness, a huge lack of coherence and a huge lack of independence. And that in the end always ends up paying.

"I will not pay the defense of the ERE"

The Board now has to pay the defense of those convicted by the ERE. What is the real possibility of not assuming that bill? We are working so that this does not happen. We have requested a report from the legal services. How do you explain to the Andalusians that the lawyers of the convicted have to pay? The convicted are not going to pay the defense, to any of them. I already say no. But they have been paid so far. Our will is not to pay. It is a tremendously complex issue and everything will be done under the guidance of legal services, but we will fight not to pay them the defense. And are they going to ask the retirees who charged the ERE for the return of the income? Of course not .That is not to endorse a system that the sentence has said was a fraud? We will work with all means to recover everything we can recover. The great trap of the PSOE was that the victim - the Junta, the money of all Andalusians - withdraw from the cause.
