Control over the sale of "Lyrics", perfume labeling and new SIM cards: what will change in the life of Russians in December

With the beginning of the new month, various legislative acts traditionally come into force in Russia. Thus, the list of drugs is expanding for which trafficking is criminalized. Among them, in particular, pregabalin, better known as the "Lyric". Also, manufacturers will begin to label some types of products, including perfumes, cameras and tires. Pension savings

On December 1, 2019, the transitional campaign ends, as a result of which the citizens of the Russian Federation must decide on the pension savings insurer.

The Russian Pension Fund and non-state private pension funds may play this role. It should be noted that currently there are 33 such organizations that conduct the formation and investment of pension savings of citizens.

To change one type of insurer to another, you must send an application to the FIU. In addition, during December you can send a notice on the refusal of the requested change of the insurer.

Drug turnover

Since December 1, the list of drugs that are prohibited from selling and purchasing without special permission is expanding. We are talking about the "Lyric" (pregabalin), as well as tapentadol and tropicamide. These prescription drugs are among the essential, but still have not been equated with narcotic drugs, which is why some pharmacies sold them without a prescription to drug addicts - administrative fines for their illegal sale were easily blocked by the profit from an illegal business.

Now, for the illegal circulation of the relevant drugs, liability is introduced under Art. 234 of the Criminal Code of the Russian Federation (“Illicit trafficking in potent or toxic substances for the purpose of marketing”), which provides for more severe penalties.

“Due to their properties, pregabalin, tapentadol and tropicamide are objects of abuse, including attracting people who are addicted to drugs,” the government explained the need for drug control.

To tighten the turnover of these drugs was proposed in 2016 by the Federal Drug Control Service. The agency explained that the listed drugs gained popularity in 2013 and the demand for them grew 20 times. FSKN together with the FSB confirmed the psychoactive properties of pregabalin, tapentadol and tropicamide. As a result of this, in 2015, drugs were included in the list of funds subject to quantitative accounting.

Mandatory labeling

Starting December 1, 2019, mandatory labeling of certain groups of goods by means of identification is also introduced. Starting from this date, the relevant requirements will apply to perfumes, cameras, tires, as well as a number of consumer goods.

In particular, the requirement will apply to coats, raincoats, jackets, blouses, clothing made from genuine or composite leather, bedding and table linen.

The government specified that the list of goods requiring labeling was compiled taking into account the specifics of the market situation and the terms of trade in the respective markets. The purpose of the innovation is to reduce the turnover of counterfeit products in Russia.

Note that we are talking about the provisions of the document that entered into force on January 1, 2019. The government has several sections at its disposal, two of which have already entered into force. In particular, on July 1, 2019, mandatory labeling spread to tobacco products and shoes.

In the sixth grade

In accordance with the Technical Regulations of the Customs Union “On the Safety of Wheeled Vehicles” in December Russia introduced a new, 6th environmental class of cars. He suggests that carbon dioxide emissions will be no more than 130 grams per kilometer.

Thus, the discrepancies in the standards established in the countries of the Customs Union and in the EU, where Euro-6 has existed since 2015, will be eliminated. This will facilitate international freight transport. Some Russian manufacturers began to produce fuel for this class a few years ago.

Note that the introduction of a new class does not require automakers to produce only such machines. At the moment, in Russia, all new cars must comply with Euro-5 standards - this is 158 grams per kilometer.

Student distribution

The government and the union of the medical community “National Medical Chamber” will have to submit their proposals on the distribution of medical students. Such an order was given by President Vladimir Putin in July.

According to the text of the document, new requirements will be established for students studying at the expense of the budget of the program “Health and Medical Sciences”, according to which they will work in medical organizations at the state and municipal levels. Prime Minister Dmitry Medvedev has been appointed responsible for the execution of this order.

New SIM Cards

Starting December 1, subscribers who use 2G, 3G and 4G networks will be identified and authenticated using domestic cryptography.

We are talking about new SIM cards, which from the beginning of the month will have to go on sale. In order to interact with these SIM cards, operators will also need to make some changes to the equipment.

It is assumed that subscribers with SIM cards without domestic cryptographic protection will not encounter any changes.
