The Senate dominated by the right-wing opposition on Saturday adopted a new reading, after major changes, the draft budget of the Secu for 2020, while refusing to approve the national goal of health insurance expenditure (Ondam ), considered insufficient, even with the extension for the hospital.

The draft Social Security financing bill for 2020, whose deficit stands at 5.4 billion euros, was approved by 193 votes for (LR, centrist), 113 against (PS, CRCE majority communist , LREM) and 34 abstentions (RDSE with a radical majority, Independents).

He will return on Tuesday to the National Assembly, dominated by the presidential majority, with a view to its final adoption.

Despite an increase of 300 million euros for hospitals, the Senate opposed the Ondam, increased from 2.3% to 2.45%, but still considered "undersized".

In total, the government has promised 1.5 billion euros in three years for the hospital.

The plan announced by Prime Minister Edouard Philippe after eight months of crisis in hospitals aims to "restore flexibility and room for maneuver to improve the daily lives of hospitals and accelerate the transformation," said the Minister of Health Agnès Buzyn .

Senators had abruptly interrupted the budget review at first reading, to protest against discussing a "dead" text, pending these announcements.
