The Declaration of Granada signed by the PSOE and the PSC in July 2013 remains the framework of bilateral relations in which the Catalan socialists want to move, which in the congress to be held next December will claim two key aspects of that document : the idea that Spain is "plurinational" and the commitment to move towards a federal state model.
