The French government announces at the closing of the "Grenelle" domestic violence, a series of measures to combat violence against women. These measures are intended to protect the victims, their children and put an end to the list of feminicides, which continues to grow.

To mark the importance of the event, this 25 November, international day against violence against women , Edouard Philippe is surrounded by twelve of his ministers. The Prime Minister unveils the entire plan to fight against domestic violence. At the opening of the "Grenelle" in early September, he had already announced ten emergency measures, including the creation of 1,000 places of accommodation for female victims or the removal of the parental authority of the violent father.

" This is an important initiative because it has already contributed to make the subject known, to give it a national dimension," says Dr. Ghada Hatem, director of the House of Women of Saint-Denis, who participated in two of these groups of the "Grenelle". There have been working groups all over France. I'm not saying that the magic solution will come out of the " Grenelle " like a rabbit in a hat. But at least, this is perhaps the first time that all elements of the chain are questioned in a working group. "

Today, some 40 new measures are expected. Some are already known. The government has chosen to announce them drop by drop. For example, the firearms of violent spouses could be confiscated as soon as their wives complain, the firearm being responsible for almost one-third of the femicides.

Better training of law enforcement

Psychological violence, particularly that which causes women to commit suicide, should be enshrined in the law. Police officers who take in female victims at police stations will be better trained and will have an evaluation grid to identify warning signs.

Finally, there is an important measure for the aggressors. To prevent recidivism, the executive wants to create two centers where they will be supported. On the side of associations, it is still hoped that this fight against domestic violence will be accompanied by additional financial means. Not sure, however, that they are heard on this point.

" Everything is urgent," says Dr. Hatem. It is necessary both to care for these women, to protect them, so accommodation, that they can complain, so police, that justice is done, so lawyers, magistrates, judges, that the children are protected. Everything is important. We can not solve a single subject because it is a chain and if one link in this chain is faulty, the whole chain is fragile. So, you have to think the whole chain .

Question of parental authority

Like many other NGOs, the National Federation for Women's Solidarity (FNSF) has expressed its grievances. In particular, it manages the "39 19" listening platform, which has seen its number of calls double since the September communication campaign.

For example, how can a woman through the exercise of exclusive parental authority for her will avoid having to continually ask her abuser permission to, have her child tracked by a psychologist ... Since January 1, 2019, 137 cases of feminicide have already been recorded in France, not to mention the number of women who suffer the daily violence of their husband or companion.
