The Federal Authority for Government Human Resources, in cooperation and coordination with the Ministry of Human Resources and Emiratisation, recently held a consultative workshop on the introduction of Emiratization targets in the federal government, in the coming years, and the mechanisms for their implementation, in accordance with the provisions of the Council of Ministers' resolution recently issued on Emiratisation in the Federal Government.

The workshop included a review of the main Emiratisation decision, targeted jobs in time and time frames, and electronic mechanisms and systems that have been activated within the Human Resources Information Management System in the Federal Government “Bayanati” for the purpose of supporting the Emiratisation file in the federal government. Laila Al Suwaidi, Executive Director of the Program and Human Resources Planning Section, reviewed the mechanisms of implementing the Emiratization plan in accordance with the targeted paths and functions, and the general framework for managing the Emiratisation file in the Federal Government “Roles and Responsibilities” for the Federal Authority for Government Human Resources, the Ministry of Human Resources and Emiratisation, and ministries. She added that the leadership attaches special importance to Emiratisation and puts it at the top of its agenda, as it is keen to create jobs for citizens in various sectors and enable them to contribute to the development of the state and achieve comprehensive sustainable development.

Al Suwaidi added: “Talking about Emiratisation comes at a time when our leadership always emphasizes that Emiratisation calls do not in any way contradict the continuous efforts of the UAE to attract talent. She explained that the Authority coordinates with the various parties concerned with the Emiratisation file in the Federal Government, to achieve the aspirations and directions of leadership, which attaches the Emiratisation file of special importance, and puts it at the top of its concerns, out of its keenness to create jobs for citizens in various sectors, and enable them to contribute to the acceleration of development State, and to achieve comprehensive sustainable development. Al Suwaidi said that the Authority supports the ministries and federal authorities to implement the provisions of the Council of Ministers' decision, which provided for increasing the percentage of Emiratisation in the federal government by 10% annually to reach 90% in administrative functions and support services within five years. She pointed out that the decision of the Council of Ministers included raising the percentage of Emiratisation in the ministries and federal authorities to 100% in supervisory positions, within five years from the date of issuance of the resolution, other than jobs that are excluded by a decision of the Council of Ministers.

She explained that the Authority was mandated to submit quarterly reports on the performance of Emiratisation indicators and the mechanisms of implementing the decision by the federal authorities, as well as the federal authorities in accordance with the decision to develop Emiratisation plans for specialized and technical jobs (from five to 10 years), and submitted to the Authority, in turn to submit them for presentation to Council of Ministers.

Al-Suwaidi stressed the importance of all parties, whether operating or not operating the system "Bayanati", to announce the vacancies available to them electronically in the system, as well as the introduction of outsourcing staff data in accordance with the mechanisms adopted in the system "Bayanati."

For her part, Shaima Al Awadhi, Director of Human Resources Information System at the Authority, reviewed the electronic mechanisms that have been activated within Bayanati system to localize targeted jobs and how to link them with Emirates Careers Bank. For his part, Nabil Al Zarouni, Director of Information Technology Department at the Ministry of Human Resources and Emiratisation, reviewed the Emirates Bank's recruitment project, which is managed by the ministry, and is a government electronic platform to show priority jobs to citizens, in the targeted economic sectors, pointing out that the project was implemented in accordance with the decision of the Council of Ministers For the year 2019, on the priority assignment of citizens to 160 jobs targeted for Emiratisation. During the meeting, a discussion session was held, during which the participants' inquiries were answered and their views were reviewed by representatives of the Authority and the Ministry of Human Resources and Emiratisation. During the coming period, the electronic mechanisms, which were discussed in the workshop, will be activated with the training of government agencies, and support ministries and federal authorities in the development of Emiratization plans and follow-up implementation.
