“Fundamental differences remain in the parties' approaches to concluding a peace treaty,” TASS quoted him as saying.

Morgulov regretted that so far these differences have not been overcome. According to him, without this, further progress in the negotiation process would be very difficult.

He also said that Japan’s new foreign minister, Toshimitsu Motegi, is expected to arrive in Russia in the second half of December.

In October, Morgulov announced upcoming consultations on the Kuril Islands with Japan.
