Already in 2008, Assignment Review revealed that the Narconon treatment home in Eslöv has links to the Scientology Movement, and that their methods have been judged by the Swedish National Board of Medical Experts as unscientific.

Nevertheless, Swedish municipalities have continued to place people with drug dependence here, SVT's review shows. In total, Narconon has received almost SEK 18 million in tax money over the past nine years. Most investments are made by the City of Malmö, which refers to a framework agreement and a procurement made by the Municipality of Skåne.

"It's grown-ups"

The SVT documentary "Locked by Scientology" reveals that the treatment home uses methods developed by L. Ron Hubbard, the founder of Scientology, which includes sauna baths for hours and large amounts of vitamins.

- It is adults who are placed. I guess they are not forced to breastfeed, says Lina Sjöö.

But where is the scientific evidence that sauna baths and vitamins help with drug addiction?

- After all, we have not required them to use these methods. We have demanded that they use at least one method recommended by the National Board of Health and Welfare's national guidelines for abuse and addiction care, and that these methods must not be detrimental.

"They were happy"

The municipality of Skåne does not believe that they have received enough criticism of the home to make a reassessment of the framework agreement justified. The Inspectorate for Healthcare and Care, IVO, has also not received complaints that justify a new supervision.

- We did an audit in 2014, and then no shortcomings emerged, says Joonas Terje, Head of Unit at IVO's department Syd.

- On the contrary, the business appeared to be decent and the enrolled people we interviewed were then satisfied.

Stephen Kent, a sociology researcher at the University of Alberta, Canada, calls the Scientology Movement a "controlling, manipulative organization" and is strongly critical of Narconon's business.

- The purpose is to recruit people to Scientology. It is very clear, he says.

Social service area of ​​responsibility

But a link to the Scientology movement is not affecting the state of Narconon's ability to operate, says Joonas Terje at IVO.

- If you have received a permit, this applies so far. The only tool we have is if we find that the business has such deficiencies that it involves risks to life and health. Then we have the opportunity to shut down the business and thus the state ceases.

Regarding the criticism against the use of unscientific methods, Joonas Terje points out that abuse treatment is the social service's area of ​​responsibility.

- Had this been the area of ​​responsibility of the health care, other legislation with requirements for science and proven experience for treatments used is applicable, he says.

- Whether it should be allowed to run a business with methods that have no scientific basis or is not a political issue, he says, adding:

- Sometimes you can think of things if something is right or wrong but not have the legal conditions to do something.
