Prime Minister-designate Habib al-Jamali set off on Tuesday in consultations to form a government, after a consultative meeting held yesterday with the caretaker Prime Minister Yusuf al-Shahid, amid conflicting positions and foggy party leaders on whether to enter negotiations to form a government or not.

The Prime Minister-designate has stressed in a special dialogue to the island Net that his consultations to form a government will not exclude any party or national organization, and that the selection of members of his government will be based on efficiency and integrity.

Meeting with "The Heart of Tunisia"
The leader of the "heart of Tunisia," Hatem al-Maliki, the invitation extended by Prime Minister-designate Habib Jamali to the party to consult on the formation of the government, stressing to Al Jazeera Net that the meeting gathered them today was positive, during which they exchanged views on the current economic and social situation.

He stressed that their response to Gemayel's call does not necessarily mean that the "heart of Tunisia" is actually involved in government formation consultations as much as a consultative meeting that will be followed by other meetings, to exchange views on technical and political issues of interest to the government track, he said.

The leader in the "heart of Tunisia" demanded the Prime Minister to neutralize the ministries of sovereignty, and stay away from partisan quotas in the process of selecting members of the next government.

Regarding the position of his party on the statements of Ennahda President Rashed Ghannouchi that they should be excluded from the negotiations to form a government, Meliki said that his party "deals with the official positions of the movement and not with the statements of people," stressing that the prime minister-designate is authorized to manage the dialogue only.

Fulfillment of the promise
Earlier, Parliament Speaker Rashed Ghannouchi stressed that Ennahdha would exclude the "Heart of Tunisia" party, which is ranked second in the parliamentary representation with 38 seats from the consultations to form a government, in a move that he said "to fulfill the promise made to the movement on itself."

The spokesman for the Renaissance movement Imad Khamiri to the island Net that Rashid Ghannouchi will be at the head of the delegation of the movement in the first consultations to form a government called by Habib Jamali.

Regarding the participation of the Party of the Heart of Tunisia in these consultations despite the "veto" raised by him against Ghannouchi, Khomeiri considered that the prime minister-designate has the right to choose the method of negotiations, and invites them to whom he wants.

"We have in our movement our policies and positions on the next government, and negotiations between us and the prime minister and the political parties will eventually lead to the government that the Tunisian people want."

Khamiri refused to describe what happened during the first session in parliament between "Ennahda" and "the heart of Tunisia" coalition, stressing that "just understandings limited in time and place to conduct parliamentary work."

New maneuver
Regarding the president's accusations of double rhetoric regarding promises made during the election campaign and his unequivocal declaration of non-alliance with the heart of Tunisia, Khemiri reiterated their party's commitment to that promise.

Leaders affiliated with the revolutionary forces, such as the People's Movement and the Democratic Current, described Ghannouchi's statements as a new maneuver after the "maneuver of forming the parliament", which saw an alliance between Ennahdha and the heart of Tunisia and ended with the election of Ghannouchi as speaker of parliament, and Samira Chaouachi for the "heart of Tunisia" as his first deputy.

On the other hand, the Democratic Current Party showed unprecedented flexibility - according to observers - in its position to enter the negotiations to form a government, where he accepted today the invitation extended by Prime Minister Habib Jamali, according to the leader of the party Mohammed al-Hamdi to the island Net.

In this context, he stressed what he described as "positive" his party in listening to the perceptions of the Prime Minister in relation to the priorities of his program of governance, but stressed in return the adherence to the conditions set previously for the receipt of specific portfolios, the interior and justice and administrative reform.

Al-Hamidi expressed his hope that the position of the head of the Ennahda Movement not to involve the "Heart of Tunisia" party in the negotiations to form a government is merely a division of roles between him and the Prime Minister, in relation to a new political maneuver, reiterating their party's commitment not to participate in a government alongside "the heart of Tunisia" ".

The Secretary-General of the People's Movement Zuhair al-Maghazawi has said that the Prime Minister-designate did not invite his party to attend the consultations, such as the current, the heart of Tunisia and the coalition of dignity, and the Renaissance, while the leader of the party Khalid al-Kraishi told Al Jazeera Net that his party is open to all consultations carried out by Wholesale and waiting for his call.

Many fear the scenario of stalled consultations to form a government within its constitutional deadlines, in light of the intransigence of the political positions expressed by some parties with regard to the conditions of entry into the government.

Countdown to form a government
On November 15, President-elect Qais Said formally appointed Habib Jamli to form the government, after being nominated by Ennahda for the post as the party with the largest seats in parliament (52 out of 217).

The Prime Minister-designate, in accordance with the provisions of Article 89 of the Constitution, faces a two-month challenge from the date of his mandate, to announce the composition of his new government.If this fails or his government does not gain the confidence of Parliament, the President of the Republic will take the initiative and appoint the most capable person to assume this position.

If four months have passed since the first mandate and the members of the People's Assembly have not given confidence to the Government, the President of the Republic shall have the right to dissolve the People's Assembly and call for new legislative elections within 45 days and a maximum of ninety days.
