19 November 2019 65 million euros are ready for the preservation and conservation of the Venice lagoon, 46 of which are destined for the city that in recent days has experienced the dramatic wave of high water. These are funds contained in the Special Law on Venice, refinanced by the last Budget Law. The green light by the Chamber, with 490 votes in favor, to the bipartisan motion on the measures to be put in place in favor of the city of Venice after the damage caused by the bad weather emergency arrived this afternoon. Only 3 votes against.

The bipartisan motion
On the emergency in Venice, the government is first asked to refinance the special law for the Venetian capital and to end the Mose by 2021. The government is committed to identifying resources to deal with the damage caused by the high tide phenomenon in all interested territories, to update and refinance the special law for Venice, to conclude the Mose on schedule, December 31, 2021, to accelerate the implementation of remediation interventions in the site of national interest of Venice Porto Marghera, to extend the application of the so-called "Art bonus" to the Municipality of Venice and to the other territories included in the special law for Venice also with reference to ecclesiastical assets, to establish an International Center on Climate Change in the city of Venice ". Finally, the unitary motion commits the government "to complete the elaboration of the National Plan for Adapting to Climate Change, to urgently complete the process of digitization and publicizing the archival and bibliographic heritage held in Venice, to evaluate the possibility of taking initiatives that stimulate the economic recovery on the model of special economic zones ".

Red alert for rivers in Emilia Romagna
Confirmed for Wednesday, November 20, the red alert on the Reno and tributaries basins, which now extends also to the areas crossed by Secchia and Panaro, in the province of Modena. On the territory there are already broken and full banks in the valley areas. The Secchia is expected to touch threshold 3 downstream this night, while the Rhine reaches threshold 2 in Casalecchio. The central and eastern Emilian basins in the mountain and hill areas and the plain area of Parma and Piacenza are then orange-coded, where the melting snow in the Apennines could have repercussions, with averages between 60 and 80 cm above 1200 meters of altitude. It is a yellow alert also in the area of the western Emilian basins (mountains and hills of Piacenza and Parma). Yellow code for thunderstorms between Ravenna, Forlì-Cesena and Rimini. Citizens of the areas affected by the alert are advised not to approach the waterways in flood, both rivers and streams that channels. Do not stand on bridges, be careful of underpasses and do not stay in the basement floors, such as cellars or garages. Move to the upper floors of the houses, if necessary.

Committed civil protection
There are about 200 volunteers at work throughout Emilia Romagna to face the bad weather emergency. 65 municipal operational centers (COCs) are also activated, while all dams are monitored. The break of the bank of the Idice near Budrio remains the most critical situation, due to the size of the leak (40 meters long by 6 meters high) and the difficult accessibility of the area. Five Army teams are also active in monitoring the Rhine to support volunteer activity. The assistance to the population has been activated for the Bologna Municipalities of Budrio, Malalbergo and Baricella. Due to the damage caused by the flooding of the Idice stream, the Bologna-Portomaggiore railway line is interrupted in the section between Budrio and Mezzolara.

Tuscany, yellow code south coast and islands
The yellow weather code continues also on Wednesday 20 November, in most of the Tuscan provinces when scattered rainfall is expected, more likely in the Archipelago, on the coastal areas and adjacent areas, locally with reverse or temporal character, particularly on the Archipelago and the coast south central. For these areas the Civil Protection Soup of the Region issued a yellow code, limited to the central and southern coastal areas, until tomorrow midnight.

Liguria, still rains and alert
Widespread and persistent rains on the central sector of Liguria where widespread flooding of roadways is recorded. Specially observed the waterways that from the monitoring are stable or uphill, in particular on the Bisagno torrent basin in Genoa where the greatest increases are recorded. The disturbed phase on Liguria continues and after the rains in progress since yesterday Arpal has modified the weather alert that on the center of the region, between the provinces of Genoa and Savona, remains yellow until midnight.

Bolzano, closed railway line in Val Pusteria
A landslide detached along a slope in Valdaora di sopra interrupted the tracks of the Val Pusteria railway line. "We are working at full capacity to restore the situation - commented the councilor for mobility of the Province of Bolzano, Daniel Alfreider - but at present it is not possible to know when the line that remains closed from Brunico to Lienz can be reopened".

Minister Costa: "Free task force for small municipalities"
"I have set up a ministerial task force with my technicians who work for free alongside the municipalities and regions that need it. It is clear that this must be requested. I tell the municipalities 'I give you a hand, it's all free, take advantage of it'." This was announced by Environment Minister, Sergio Costa, on the prevention of risks caused by bad weather. "For prevention, there are 6.5 billion euro - the minister underlined - it is the first time that so many resources are allocated. The process works at the step of progress: the ministry delivers these resources when it has on the table shipbuilding projects. I asked Regions and Municipalities for projects to start working immediately. We do not want feasibility projects in the 'faremo' series. The more we spend on prevention projects, the less we spend on emergencies. The backbone of Italy - has concluded Minister Costa - are the small Municipalities. The 80% of the Italian surface is lived by small Municipalities that are therefore everywhere ".
