The management of Lubrizol "wished" Monday a partial recovery, before the end of the year, its factory in Rouen hit by a fire on September 26.

The "devices" put in place by the company since the fire "lead us today to be able to present a request for partial recovery of activity, gradually and safely," said the Director General France Lubrizol Isabelle Striga during the committee for transparency on this accident in Rouen.

"We wish" a partial recovery before the end of the year, she said, questioned by AFP.

"Our demand is for our simple mixing activities, which have never been a safety problem and are without any chemical reaction," she added.

Lubrizol has "already learned the first lessons" from the accident, she assured. "We have decided not to rebuild the area burned. All our finished products will be stored at a specialized provider," argued the company's French DG.

The prefect of Normandy Pierre-André Durand "took note" of this "intervention". "I understand that you are asking on two small units" a resumption of the activities of "mixture, which does not present particular difficulties". "I take note" that "you will not resume the conservation of stocks on the spot which has been such a penalizing element," he added.

"At this stage it's a statement, in some respects I'm glad it's responsible" but "it means filing a complete file, I say complete", its instruction by the state services , its presentation to the Coderst (Departmental Council for the Environment and Health and Technological Risks) which will assess it to give an opinion. "I can only take a position on these elements," said Durand.

"The training time is relatively fast, there is five days' notice before each Coderst, and we have Coderst calendars for meetings on the second Tuesday of each month," said the prefect.

Lubrizol "has been working tirelessly for two weeks already" on the constitution of a file, to "deliver it very quickly", said Ms. Striga.
