The bomb was fired at a bus and taxi station in the Turkish-controlled city of al-Bab, which is close to the border with Turkey.
Nine of the victims are said to be civil. It is unclear who or who is behind the attack.
The Turkish state news agency Anatolia also reports on the deed and states that ten people were killed.
Turkey and Syrian rebel groups allied with the country have been controlling large parts of the area near the Turkish border for some time, including al-Bab.
