The Federal Authority for Government Human Resources has announced the beginning of the annual performance evaluation phase for employees of ministries and federal authorities, according to the mechanisms of the performance management system for federal government employees for 2019, which relates to the final evaluation of employee performance, tasks and behavioral competencies, and extends from the beginning of November to the end of December.

The Commission explained to Emirates Today that it has called on ministries and federal government agencies to start the third phase of the system cycle, in accordance with the provisions and rules contained therein, taking into account the proper application of this pilot system, as well as providing the results of the performance evaluation levels contained in the system according to the control and budget ratios, The data provided to employees with an assessment that exceeds expectations significantly, because of the importance in measuring the potential of human resources in the federal government, as well as indicators of the award of the UAE Human Resources in the federal government.

Laila Obaid Al-Suwaidi, Executive Director of the Human Resources Planning and Programming Section at the Authority, said that the three phases of the employee performance management system are carried out electronically through the Federal Human Resources Information Management System (Bayanati) or through the smart application of the Authority (FAHR). To the self-service system, a pillar of the system «Bayanati», which is an interface to the performance management system, and the inclusion of its own career goals and weights, and review the goals directly between the employee and his immediate boss.

She noted that the system provides the ability to evaluate staff electronically, and enables them to attach special evidence and documents required to complete the evaluation process.

Al Suwaidi stated that the performance management system is based on five key principles: “Promoting and developing a performance culture for individuals, engaging employees in planning and setting goals, encouraging bosses to objectively provide feedback on the performance of their employees, linking promotions, incentives, bonuses, training and development to performance, and establishing values. Justice, consistency, fairness and credibility by applying the system ».

She stressed that the Authority aims, through the performance management system, to establish a methodology to ensure that performance is linked to reward of achievement and outstanding results, and to improve and increase the productivity of employees through an annual performance evaluation consistent with the objectives of the federal government.
