It was earlier this year that the Swedish Competition Authority decided to review a missing tender in connection with the Södertalje Festival. It is about a million that should have gone to the Södertälje City association in connection with the Södertalje festival.

The Swedish Competition Authority has been advised that the municipality purchased services from the association for, among other things, concert arrangements, cleaning and security work - without the sum being procured. This is despite the fact that the law requires contracts for such large sums.

Södertälje municipality, for its part, has argued that the payments to the association are grants, and not the purchase of services.

Does not take a stand on the issue of substance

In the decision, the authority points out that they do not take a position on whether the municipality's actions are permissible or not.

They simply write that it is not worth investigating the matter further. The deficiencies they would investigate do not correspond to the work effort that the agency would have to put in to determine if the municipality violated the law.

SVT has sought the Swedish Competition Authority that does not want to answer more questions but refers to the decision.
