“The employees were not prepared”: the general director and security guard of the private security company were detained after firing in Blagoveshchensk

On Thursday morning, November 14, a student at the Amur College of Construction and Housing and Communal Services opened fire on students. 19-year-old Danil Zasorin carried a smooth-bore gun into the building and shot students. As a result of the shooting, 19-year-old Alexei Golubnichy was killed, three more young people of 17, 19 and 20 years old received gunshot wounds and were taken to hospital. The shooter himself committed suicide. At the time of the arrival of the police, he was still alive and tried to resist them.

“Arriving at the scene, the police found a citizen with weapons on the second floor of the college. He fired at the police, who fired back. As a result of the operative actions of the police officers, the shooter was blocked in one of the audiences, which ensured the safe exit of students and teachers from the college, ”said Nikolai Aksyonov, head of the Central Internal Affairs Directorate of the Ministry of Internal Affairs for the Amur Region, at an emergency meeting of the anti-terrorist committee.

“During the shootout, the attacker was wounded, and then committed suicide,” Aksyonov added.

Now investigative actions are being taken at the scene of the incident, the circumstances of the tragedy and the motives of the criminal are being clarified. According to the preliminary version, the conflict could be caused by Zasorin’s conflict with his peers. The Investigative Committee reported that a posthumous psychiatric examination will be assigned to the shooter.

A criminal case has been instituted on the fact of the incident under the article “The murder of two persons committed out of hooligan motives”. In addition, criminal cases have been instituted to ensure inadequate protection of the institution and the negligence of college staff. To conduct the investigation, the head of the Investigative Committee, Alexander Bastrykin, sent the forensics of the central apparatus to Blagoveshchensk.

"Came drunk and with a gun"

According to eyewitnesses, on November 14, Danil Zasorin came to college drunk, and therefore he was not allowed to attend classes. A student of the educational institution, Vladislav Markaryan, told RT that Zasorin did not immediately bring the weapon - he was expelled from the audience three times, after which he left the college territory and returned back with a gun.

Another college student, Maxim Muratov, claims that he and several others caught Zasorin with a gun in the toilet before the shooting began.

“He was obviously drunk and with a cigarette. He stood listening to relaxing and calm music from the phone, in his hands held a gun. After he saw us, he aimed the barrel at us. We ran away, ”the student recalls.

Students warned of a man with weapons tried to barricade the doors to the classroom with furniture and hide from Zasorin.

“When he went into the audience, everyone hid, and Lyosha (Golubnichy. - RT ) remained sitting. To the question: “Why aren’t you hiding?”, The answer was: “Why hide?” After that, a shot rang out, ”says Markaryan.

A volley of shot hit Golubichny in the head. Initially, there were reports that he died on the spot, but later in the regional Ministry of Health they reported that the young man died in the hospital. Student Maxim Muratov said that the other day Alexei was going to make an offer to his girlfriend.

According to college students, after shooting Golubnichy and wounding another person, Zasorin went up to the audience a floor above. There he wounded two. Then the police arrived at the college - as an employee of a store located near the college told RT, a young teacher ran to her and asked to urgently call the police.

"Calm and quiet"

After Danil Zasorin shot the students of the Annunciation College, they began to distribute an audio recording in the media and social networks - a message supposedly made by a shooter on the eve of the crime. It, in particular, mentions the infamous shooting at Columbine School, and states that “no one could stop” the killer.

“No one could stop this from those who will be accused on TV when this happens. So think this way. It’s also, of course, a shame, why I, why here, why now, ”the message says.

Danil’s acquaintances claim that he was always “quiet and calm,” he didn’t stand out among his peers by anything special, and did not show aggression. A student at a construction college, Maxim Muratov, assures that no one persecuted Zasorin, although another student said that on the eve of the shooting, Danil allegedly beat someone.

Zasorin studied in the fourth year of college, lived with his mother, stepfather and brother. A friend of the shooter, Timur, told RT that they were engaged in boxing together, and he never noticed inappropriate behavior for his comrade.

“They were engaged in boxing, like a normal person. For me, he was like a brother, dear, adequate. I myself do not understand what happened. I don’t know about the girl. We were friends for a long time, he is from the village, but I don’t know which one. We met on social networks. He always behaved appropriately. He studied like a computer technician, ”Timur said.

College security

According to the Ministry of Internal Affairs, Zasorin acquired the weapons legally - the 12-gauge IZH-81 smoothbore gun was registered on Danil. He received permission to carry weapons several months ago. Zasorin's parents were in the know: after shooting at the Annunciation College, the media showed photos showing how Daniel and his stepfather and younger brother are training in shooting from this very gun while resting on the lake.

Eyewitnesses of the incident in college are perplexed as a student was able to carry a gun into the school. In particular, there are suggestions that he hid the weapon under his outer clothing and calmly walked past the guard. Now the guard has been detained in a criminal case on inadequate safety of students.

According to the head of the regional department of the Russian Guard, Yuri Shislenin, who ensured safety in college on the day of the tragedy, the man had no right to carry out security activities at all.

“The security guard who was at the checkpoint, was not duly registered, went through a temporary document. The security guard did not have permission, he did not have any category in security activities. The prosecution authorities are conducting an audit, they requested materials on the private security company and the inspections conducted there, ”said Shishlenin.

According to the Kontur.Fokus database, the Amur College of Construction and Housing and Communal Services signed a security agreement with the Sirius A Private Educational Establishment. According to the terms of reference, the private security company was supposed to organize physical security in three educational buildings and a dormitory.

The cost of one guard was estimated at 145 rubles per hour. According to the documents, all the facilities had a video surveillance system and a fire alarm. Meanwhile, as the head of the regional administration of the TFR Stanislav Belyansky stated, in the building where the shooting took place, there was no scope for a metal detector.

“This circumstance will be checked separately, we will understand how the building was guarded,” the head of the investigation department said.

In turn, Adalbi Shkhagoshev, a member of the State Duma’s Committee on Security and Anti-Corruption, noted that the current safety standards were enough to prevent this case.

“Another thing is that this was not done, another thing is that the security officers who were there were not trained. The questions, of course, are for the metal detector, if in fact it wasn’t, ”the parliamentarian said in an interview with RT.

In the NGO “Sirius A” they refused to comment on what happened. However, later the general director of the security organization Sergey Andryushchenko was detained. According to investigators, he is now being placed in jail. SK intends to petition for his detention.
