The Supreme Council of the Federation is the rulers of the Emirates, their Highness the Crown Princes and Deputy Rulers, and His Highness the Sheikhs.

His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, issued a decree calling for the National Council to convene No. 123 of 2019, which reads as follows: "The Federal National Council is called to convene in its first regular session of the seventeenth legislative term, Sabah On Thursday, November 17, 1441, corresponding to 14 November 2019, the concerned authorities shall implement this decree and shall be published in the Official Gazette.

The opening ceremony of the first regular session of the Council for the seventeenth legislative term begins with the reception of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, by a committee formed by the Council, and then head to the reception hall at the General Secretariat of the Council in Abu Dhabi .
