Although Ennahda previously declared its constitutional right to head the government and nominate a person from within it, the outcome of its recent Shura Council meeting was understood as a waiver of the premiership with the taste of "political bargaining" in exchange for the presidency.

The Shura Council of the Movement held on Saturday and Sunday, decided to nominate its president Rashid Ghannouchi for the presidency of the parliament with its adherence to the appointment of the prime minister, but without mentioning this time whether it is personal from within or independent, according to the wording contained in the voting paper.

The new speaker of the House of Representatives is elected with 109 votes out of 217 votes, while Ennahda - with 52 seats - is trying to negotiate with other parties with a view to forming a parliamentary belt to ensure a majority that enables Ghannouchi to head the parliament.

Government or Parliament?
Adding to speculation about the movement's pursuit of a political deal under which to give up its constitutional right to head the government in exchange for guaranteeing the presidency of the parliament, exciting statements by the leader of the Democratic current Ghazi al-Shawashi, the presumptive candidate of his party to the presidency of the parliament.

Chaouachi announced in a statement to Al Jazeera Net his party's readiness (22 parliamentary seats) to vote for Ghannouchi's presidency of the parliament, but provided that Ennahdha waives her right to head the government, and the appointment of an independent personality competent, in addition to the ministerial portfolios demanded by his party.

He pointed out the leadership in the current to a state of restlessness within Ennahdha to resolve the issue of her candidacy for prime minister or not before the expiration of constitutional deadlines, and search in return for a quick exit to ensure the presidency of parliament.

The newly elected House of Representatives is due to meet to take the oath of office in the first parliamentary session scheduled for Wednesday, which will be chaired by Ennahda President Rashid Ghannouchi as the oldest person dictated by the internal law of parliament.

Open possibilities
In light of the uncertainty in the statements of the leaders of Nahdouhi about her abdication of the presidency of the government or not, the leader of the movement Mohammed bin Salem admits to show Ennahda some flexibility in this regard.

Bin Salem said in his interview with Al Jazeera Net "We did not say that we will choose the prime minister from outside the renaissance, but we did not confirm that it is from within, and therefore kept the door open to these two possibilities."

With regard to the wording of the text of the vote adopted by the Shura Council and the adoption of the phrase "adherence to the appointment of the Prime Minister" without providing for a figure from within, Ben Salem considered that this option went through the institution after long consultations.

The leaders affiliated with the reformist movement within Ennahdha have expressed in their posts - a hint and a statement - their dissatisfaction with the outputs of the Shura Council and its decisions and exonerate them.

"In politics you can be held accountable or held responsible for policies or decisions you disagree with because people don't know all the facts," wrote Abdellatif Mekki on his Facebook page.

For his part, leader Abdelhamid Jelassi wrote a post described as amalgamated and as a guaranteed message to reach Ghannouchi, during which he talked about the death of President Baji Kaid Essebsi and linked it to the expiration of his intelligence on the pretext of belonging to an old race, calling for the need for renewal in everything.

Mystery and confusion
Commenting on this, academic and political analyst Tarek Kahlaoui said that Ennahdha is in a state of turmoil within it, related to the choice of the presidency of the parliament or government, and was evident during the last session of the Shura Council vote.

Al-Kahlaoui said in his interview with Al-Jazeera Net that the option of voting during the session of the Renaissance gave up its adherence to the primacy of the prime minister in exchange for seeking to win the presidency of parliament.

He concluded that this ambiguity in the position of Renaissance and marketing until the moment of its adherence to the prime minister, was caused by fears of the reaction of its voters, most of whom insist on ruling as the first party leading the elections, and an attempt to raise the ceiling of negotiation and ensure the presidency of parliament.
