• Lamorgese: thanks to the memorandum with Libya fewer departures and fewer deaths at sea

November 06, 2019.They all agree in the Chamber - majority and opposition - on the need to follow up on the agreement with Libya on migrants. But if for Lega, Forza Italia and Fratelli d'Italia the memorandum should not be touched and, indeed, a more decisive action of the government against landings and in favor of repatriations would be needed, for the yellow-red majority the memorandum should be modified, especially to protection and guarantee of human rights. Not only: for the majority it is right to continue on the line of "discontinuity" with the previous executive and, in particular, with the previous Minister of the Interior, Matteo Salvini.

The information of Lamorgese
The urgent disclosure to Montecitorio of the holder of the Interior Ministry, Luciana Lamorgese, on the Italy-Libya memorandum, on which the government has requested the convening of the envisaged commission to review some terms of the agreement, is the occasion for the center-right to mark distances and reaffirm the line of firmness on the migrant front, pointing the finger at the minister, 'guilty' of having met the NGOs at the Interior Ministry instead of, for example, the Navy. For the majority forces, instead - with a slight exception for the 5 stars - it is an opportunity to mark the discontinuity with the previous executive. However, there is no shortage of very critical voices, such as that of the dem Matteo Orfini who calls the intervention in the Hall of Lamorgese "embarrassing and hypocritical".

Criticism from the opposition
For the League's Nicola Molteni, after having listened to the minister, "we have to be very worried, because this government is making disasters, today we are at 10 thousand landings and repatriations have not increased while redistributions are resumed on the territory, from Europe we continue to take slaps and cheats and the Malta agreement simply does not exist because it has not been ratified by anyone, whoever lands in Italy remains in Italy. There is no rotation of European ports, the only ones that are rotating are the Italian ports ". As for the memorandum, Molteni warns: "Italy must not demonize the Libyan coastguard but must thank her for relief and patrols, and if Libya should suspend monitoring activities in Italy tomorrow, not only would the 5,000 present in official Libyan centers arrive, but also the 650 thousand migrants present in Libya today ".

Forza Italia, with Laura Ravetto, also warns against the risk of modifying the memorandum: "By renegotiating it you are putting it at risk. Expose our country to the risk that Libya will not confirm it and risk anarchy. Woe to not be decided or not cohesive on these issues and not to keep your back straight and to speak with one voice when talking about the borders of our country ". Andrea Delmastro Delle Vedove (FdI) spoke more tranchant: "We are at the hypocrisies fair. You know you are playing a comedy, you announce radical changes but then zero, there is only a sprinkling of humanitarianism to formally save the dignity of a left suffering from moral double standards We acknowledge that the memorandum will continue undaunted, but the dignity of Laura Boldrini, Roberto Speranza "must be saved" and then it is said that it must be reviewed. the NGOs may invite the Navy and maybe the naval blockade to seal our borders be done because we are not going to turn Italy into a refugee camp ".

Support from the majority
The government majority, however, squares and defends the line taken by the new Minister of the Interior: "Every action in this field is measured not with the short range of domestic controversies, but with the long levers of international relations", says Pino Cabras (M5s), according to which "we need to raise our gaze on the causes of migration and build the conditions to stabilize a larger area". Lia Quartapelle (Pd) recalls that "a tacit renewal was not possible but it was necessary to review the memorandum, too many violations on human rights. It is necessary to collaborate with Libya, we need the Italian commitment in Libya against traffickers and to protect human rights "We are asking for substantial modifications to the agreement, because the cooperation is right, but many problems have occurred in the implementation and Italy cannot stand by and watch." As for the Northern League accusations, "I'm sorry dear Molteni we don't accept lessons from anyone. With the ministers Salvini and Moavero - both went to Libya just to be photographed - the dossier was never touched. We don't accept lessons from those who used indifference and propaganda. We demand discontinuity for this government ".

Of the same opinion, Gennaro Migliore (Iv) who, addressing Lamorgese, says: "We thank you for managing the ministry to date, first of all because you go to the ministry unlike your predecessor. It makes the opposition tender because it raises the tone of the voice to hide the inefficiencies of the previous government ". Finally, for Erasmo Palazzotto (Leu) "the renegotiation of the memorandum is fine" provided that it provides for the "immediate closure" of the Libyan migrant centers, a "European evacuation plan" and a "shipwreck rescue plan".
