Nearly four years after the deadly attacks in Bataclan and Saint-Denis, 107 million euros have already been paid to victims by the Guarantee Fund. But new demands are still pouring in, especially from traumatized people who did not consider themselves victims until then.

The envelope already amounts to 107 million euros. Almost four years after the attacks of November 13, 2015, this is the sum that was paid to the victims, according to the Guarantee Fund (which includes the FTGI, Guarantee Fund for Victims of Acts of Terrorism and other intractions) . As of October 31, 2,659 people had "received compensation" after the terrorist act that left 130 dead in Paris and Saint-Denis. Of these, 806 are relatives of victims, 586 physical injuries and 1,267 psychic injuries. But this count will not stop there. Every year, new people come forward: about fifty since the beginning of the year, 130 since 2018.

Ten years to seize the FGTI

These late seizures are not abnormal, says Julien Rencki, the director general of the FGTI. "The victims have ten years to seize the Guarantee Fund.I call all victims who have not yet done so to seize us, it is a right guaranteed to them by French law." In fact, in these new demands, there are foreigners who did not know this right.

But there are also many traumatized people. "Some victims, psychically injured, nevertheless considered that because they had survived, they were not victims," ​​explains Julien Rencki. "Which is obviously wrong, with the passage of time, they are confronted with reminiscences, particularly intense post-traumatic stress, and it is with time that they have become aware of the seriousness of the trauma they have suffered. . " And so use the FGTI.

Few disputes

This sum of 107 million, provisions paid to victims, will "continue to grow to eventually exceed 250 million euros," said Julien Rencki. Today, nearly 80% of the victims, or 2,050 people, have received an offer of compensation, but 40% of them have not yet accepted it. The number of disputes between the victims and the FGTI, especially regarding the amount of compensation, is "very low", less than 2.5%.

Created in 1986, the FGTI is financed by a contribution of 5.90 euros on each of the 90 million property insurance contracts signed in France (auto, home, etc.), as well as by the financial products on the 1, 7 billion assets managed by the FGTI and, in a "minimal" way, by the amounts recovered during the recourse exercised against the offenders. Since 2015, nearly 6,000 victims and their relatives have been cared for by the organization.
