With the beginning of the new month, new laws and other legal acts traditionally come into force in Russia.

So, on November 1, the law on sustainable Runet comes into force. This means that a special center for monitoring and managing the network, established under Roskomnadzor, will ensure the availability of communication services in the country if any extraordinary situations arise, including the threat of disconnection from abroad.

“An infrastructure is being created to ensure the operability of Russian Internet resources if it is impossible to connect Russian telecom operators to foreign Internet root servers,” the explanatory note says.

In addition, this center will coordinate the efforts of telecom operators in unforeseen cases. Specialists of ILV, FSB, FSO, telecom operators and equipment manufacturers will also attract stability to runet.

Information from government agencies and state-owned enterprises on the Internet will be further protected by encryption.

Earlier, Russian President Vladimir Putin said that the new measure is not aimed at limiting the Russian Internet.

“We are not talking about any restrictions on the Internet. We must ensure the reliable functioning of the Runet, the Russian segment of the Internet. That's what this law is aimed at, only this, ”the president explained.

Housing issue

Microfinance organizations will not be allowed to give loans secured by housing or a share in it. This applies only to private MFIs - if they were established by the state or regional authorities, then they have the right to give loans secured by property.

Also, the Rosreestr will have to inform the landlord that his home was, for example, sold or donated, using an electronic signature. Moreover, this department should do on the same day on which it received the corresponding application. Thus, if the owner did not actually carry out these actions, he will have time to report this to the Rosreestr. This may allow the owners to be protected in the event that fraudsters get his electronic signature.

Tachographs and driver rest

Since November 2019, fines are introduced for officials and legal entities, as well as individual entrepreneurs, for non-observance of the working hours and rest of drivers.

In this case, the driver himself will have to pay from 1.5 to 2 thousand rubles. At the official level, the administrative punishment will be 7-10 thousand rubles. Individual entrepreneurs will pay from 15 to 25 thousand rubles, legal entities - from 20 to 50 thousand rubles.

Compliance with the regime of work and rest can be checked with the help of a tachograph installed on the car. It also records the speed and mileage of the car. From November 1, fines for the lack of tachographs for certain cars will also increase.

These devices must be installed on all trucks over 3.5 tons, on buses weighing more than eight seats (in addition to the driver).

Responsibility for the lack of a tachograph lies with both the driver and his employer. For violation, the driver will have to pay a fine of 3 to 5 thousand rubles. Officials responsible for entering the vehicle line without a tachograph - from 7 to 10 thousand rubles. The fine for legal entities is from 20 to 50 thousand rubles.

Note that the Ministry of Transport has developed a document that prescribes the order of work and rest of drivers. According to the order of the department, the driver can be behind the wheel for no more than nine hours a day. The limit for a calendar week is 56 hours. In this case, without a break, you can control the machine for no more than 4.5 hours.

Upon reaching this mark, the driver should rest for 45 minutes. The break can be divided into several parts, but the first of them should be at least 15 minutes, and the last - at least 30 minutes. This document is currently under consideration by the government.

Veterinary certificates

From November 1, the list of products that must be accompanied by veterinary certificates is also expanding. The main list entered into force on July 1, but a delay was introduced for two items.

We are talking about milk, cream, buttermilk, yogurt, kefir, butter and other milk fats and oils, cheeses and cottage cheese. Also, a veterinary certificate will have to accompany the ice cream, with the exception of what is done on a fruit-berry basis and fruit ice.

Veterinary certificates allow you to trace the path of production from growing to selling, thus controlling the quality of the goods.

Simplified residence permit for foreigners

In November, a law on simplification of obtaining a residence permit and a temporary residence permit for some foreigners enters into force. Thus, native speakers of the Russian language, as well as all who have been deported from the territory of Crimea, or their relatives, can apply for a simpler procedure.

“The simplified regime for obtaining a residence permit also applies to persons born on the territory of the RSFSR and who had USSR citizenship in the past, to persons under the age of 18, whose parents either permanently live in Russia or receive a residence permit with their children, as well as those whose parents or children are citizens of the Russian Federation and permanently reside in the country, ”the document says.

Note that a foreign citizen will have to live at least one year under a temporary residence permit, and only then he will be able to apply for a residence permit.

At the same time, it now becomes possible to obtain an unlimited residence permit. However, foreigners will need to confirm their residence in Russia, otherwise they will be canceled.

Another important change is the fact that a number of foreigners will no longer need a RVP in order to apply for a residence permit.

A simplified procedure for obtaining a residence permit can also be used by persons under 18 recognized by the law of another state as legally incompetent, whose parents either receive a residence permit or are permanently located in Russia.

The same rule applies to competent persons who were citizens of the USSR on September 5, 1991 and arrived in the Russian Federation to stay before November 1, 2002, if they did not acquire citizenship in the prescribed manner and do not have citizenship of a foreign state.

A simplified regime is also introduced for qualified specialists and members of their families who have been working in Russia for at least six months.

The term for considering a request is reduced from six to four months.

New STS and PTS

Also from November 1, a new form for the passport of the technical equipment and certificate of registration will be introduced. At the same time, it was previously assumed that with the beginning of the last autumn month in Russia and other countries of the Eurasian Economic Union, they will stop issuing paper TCPs and will switch only to electronic ones.

However, it was decided to postpone the implementation of this initiative until November next year. The source of RIA Novosti in the board of the Eurasian Economic Commission said that such a request was made by the countries of the union.

“This will enable the parties to work out all the possible nuances associated with issuing passports for vehicles owned by individuals, as well as debugging the interaction of all interested structures, for example, in the banking sector or insurance, all those working with electronic passports,” - said the interlocutor of the agency.

Emission quotas

On November 1, the law on emission quotas in several Russian cities will enter into force. According to the experiment, from January 1, 2020 to 2024, for certain settlements, the indicator for emissions will be limited. Also, as part of a comprehensive plan, measures will be proposed to achieve them.

This rule applies to Bratsk, Krasnoyarsk, Lipetsk, Magnitogorsk, Mednogorsk, Nizhny Tagil, Novokuznetsk, Norilsk, Omsk, Chelyabinsk, Cherepovets and Chita.

The law says that until May 1, 2020, summary calculations will be carried out, then, until August, the calculation and assessment of risks to public health, and by November 1, the authorities will have to approve the list of objects to which quotas apply. Then the emission quotas themselves will be established, and before March 1, 2021, the comprehensive plans will be updated.

Pilgrimage to Russia

Also, with the beginning of a new month, the concept of a “pilgrim” will legally appear in Russia. According to the text of the law that comes into force, such a status is given to those people who come to Russia to visit religious sites and perform rituals provided for by the denomination.

It is emphasized that those who came for the purpose of recreation or tourism do not belong to the pilgrims.

The organization of pilgrimage can only religious organizations - either themselves, or by creating the appropriate organization. They must provide pilgrims with accommodation, meals in accordance with confessional requirements, provide them with transport, guides and translators.
