Employees of the intermunicipal department of the Interior Ministry "Novolyalinsky" recently came to the father of a doctor Oleg Baskakov - they were looking for drugs from a pensioner. This was reported to RT by Baskakov's lawyer Georgy Krasnov.
Recall that a criminal case against obstetrician-gynecologist of the Novolyalinsky district hospital (Sverdlovsk region) Oleg Baskakov was initiated in April this year. Baskakov issued the elderly patient suffering from pain, Tramadol and Sibazon. These are psychotropic drugs that are prescribed only by prescription.
Baskakov handed them out of a personal first-aid kit - the medicine remained after the doctor’s mother who died a year before this. According to Baskakov, he wanted to alleviate the suffering of the patient, without wasting time filling out the necessary documents. The doctor was accused of illegally acquiring, storing and selling potent substances, as well as of attempting the illegal sale of psychotropic substances (this article provides for up to eight years in prison). On August 27, the Novolyalinsky District Court of the Sverdlovsk Region returned the case to the prosecutor's office to eliminate violations of the Code of Criminal Procedure.
“Judge Igor Makarov, in a decision, pointed out to the investigation: it is not clear what exactly Baskakov’s illegal actions were, because he, as a doctor, had the right to prescribe these drugs. All that the investigator had to do was concretize the wording, in what specifically he sees illegality. But the investigation has no evidence, so they are trying to collect it further, ”said lawyer Krasnov.
Oleg Baskakov’s father lives in the Chelyabinsk region, in the city of Sim. The road there from New Lyaly is about 700 km. Investigators drove out at one in the morning by car in order to come to 82-year-old Vladimir Baskakov without warning in the morning. But first, they visited the Simsky district hospital, where Oleg Baskakov's mother was lying in March 2018. Interrogated the doctors who treated the woman. It turned out that shortly before her death she was prescribed a new dose of drugs, including Tramadol and Sibazon. When Baskakov's mother passed away, about 30 ampoules of potent substances remained. They were taken by her husband. And then Oleg Baskakov took several ampoules with him to Novaya Lyalya.
“Investigators came without warning, talked to an elderly man without a lawyer, examined the apartment. They didn’t leave any documents, ”emphasizes lawyer Krasnov.

Vladimir Vasilievich is an intelligent elderly man, lives in the usual “Khrushchev”, the situation in a two-room apartment is not rich, typical of the Soviet Union. According to the pensioner, the investigators introduced themselves, said that his son had big problems, and offered to show where the drugs were. Baskakov Sr. was surprised because, according to him, he threw away part of the remaining drugs, and his son took part of them.
According to Vladimir Baskakov, the investigators examined the first-aid kit, and also examined the apartment, took a few photos, described some objects. Already leaving, the police recommended not calling his son and said that they would give Baskakov a suspended sentence. The father of the doctor commented on the arrival of investigators and, in general, the whole situation in which the son found himself, philosophically: "Do not do good - there will be no evil."
Investigators also re-collected evidence from employees of the Novolyalinsk District Hospital. As Oleg Baskakov himself told RT, he was also called to the police and was informed that an examination of the patient’s medical record was scheduled in order to establish whether she needed the drugs that Baskakov had given her.
“At this stage, the collection of additional evidence in order to supplement and strengthen the prosecution is prohibited,” says lawyer Georgy Krasnov. - This is established by the Constitutional Court and explained in several of its definitions. Investigators cannot be unaware of this, but for some reason continue to break the law. ”
Baskakov’s defense is preparing a complaint to the prosecutor’s office.
Meanwhile, the regional prosecutor’s office and the regional headquarters of the Ministry of Internal Affairs are deciding on the possible termination of the criminal case against the doctor.
“The criminal case was initially difficult. The leadership of the regional department together with the prosecutor's office is considering the dismissal of the case. The dilemma will be resolved in the near future, ”Valery Gorelykh, the head of the press service of the Main Directorate of the Ministry of Internal Affairs for the Sverdlovsk Region, told RT.
