The Presidential Commissioner for Children's Rights, Anna Kuznetsova, proposed creating maps of dangerous places for children in Russian regions. She stated this, speaking about the winter period of the campaign "Child Safety", which starts on November 1.

“In a number of regions this has already been created - a map of dangerous places where children do not need to go. And, of course, it is a matter of honor for each region to eliminate and reduce this card to zero, ”Kuznetsova said at a press conference.

The campaign "Child Safety" was launched on her initiative in the summer of 2018. The Ministry of Emergencies, the police, the prosecutor’s office, the investigative committee, as well as volunteers, joined it. In September 2018, Kuznetsova, summing up the results of the summer period, noted that it is necessary to consider the possibility of introducing child health safety inspectors in each municipality, who would monitor the places of possible stay of children.

In 2019, search and rescue teams also took part in the action. They inspected playgrounds and sports fields, recreation facilities, as well as potentially dangerous buildings and construction sites. In July of the same year, at the All-Russian meeting of children's ombudsmen in Yaroslavl, a proposal was first made to create a national map of dangerous places.

Safe road

In an interview with RT, the Chairperson of the National Parents Committee, Irina Volynets, explained that abandoned wastelands, courtyards, buildings under construction, and areas that are not illuminated in the dark during the day that children go to school can be included in the map of dangerous places. Moreover, they can be located not only on the outskirts, but also in the very center of the city.

“Ideally, these areas should be eliminated. In general, it is desirable that along the route of children along these routes cameras are located. But, while this has not yet been implemented, as long as dangerous places remain, then at least they should be taken into account, ”Volynets said.

In addition, according to the chairman of the National Parents' Committee, not only the state should take care of the safety of children, but also the public.

“Until the introduction of parental patrols in these areas. Because, this is a terrible situation in the Saratov region, where a girl was killed by a maniac, makes us all think about the safety of children. And this security should not depend on the material condition of the region, nor on any other factors, ”the expert added.

Recall, on October 9, 2019, in Saratov, the 9-year-old girl Liza Kiseleva left home and went to school, but did not reach the school. Investigators of the IC of the Russian Federation managed to establish that she was killed by one of the garages, past which the road to the school passed. After this incident, the head of Saratov, Mikhail Isaev, ordered to check the roads to schools in the city and ensure their safety. In addition, it was decided to create commissions on the security of schools and kindergartens in all municipalities of the Saratov Region and approaches to them.

Tamara Pletneva, head of the State Duma Committee on Family, Women, and Children, welcomes the “Child Safety” campaign, but notes that it’s unlikely that all dangerous sections will be eliminated. In her opinion, it is important to prepare the child for difficult situations that he may face, and to teach them to get out.

“The most important measure is education in the family, at school, in the media. Children need to understand what is good and what is bad. It is important how children are brought up, how everything is explained to them. Good family relationships are important, ”said Pletneva.

Earlier, the head of the school “Stop Threat” Liya Sharova told RT how to teach the child safe behavior and proper communication with strangers.

It should also be noted that rescue volunteers joined the campaign “Child Safety” in 2019. They hold meetings with children and teach them safe behavior, including when dealing with strangers.

The main rules are published on the official website of the Ministry of Internal Affairs of the Russian Federation for Moscow, which the department advises to educate the child when communicating with strangers. “Rules of the Four Do Not” advise you not to talk to strangers and not to let them into the house, not to enter the elevator or staircase with them, not to get into unfamiliar cars and not to linger on the street after school, especially in the dark.
