"Irresponsible attitude": the Security Council called the reasons for the breakthrough of dams in the Krasnoyarsk Territory

The breakthrough of dams in the Kuraginsky district of the Krasnoyarsk Territory was the result of safety violations and neglect of human lives and health. This was stated by Secretary of the Security Council of Russia Nikolai Patrushev during a speech in Omsk at a meeting on security issues in the Siberian Federal District.

“One of the latest events testifying to such an irresponsible attitude (of officials. - RT ) was the incident in the Kuraginsky district of the Krasnoyarsk Territory related to the breakthrough of illegally constructed dams. Violations of safety requirements, neglect of life and health of people led to tragic consequences, ”Patrushev emphasized.

He called on the heads of regions and relevant departments to ensure tight control over compliance with technical requirements in this area.

“All ownerless hydraulic structures should be subject to a special audit ... Ownerless hydraulic structures should not be,” added the Secretary of the Security Council.

Speaking about the natural disasters this year in Siberia, Patrushev said that the investigation should evaluate the actions of officials. It is, in particular, about floods and fires in the Irkutsk region and the Krasnoyarsk Territory.

“The investigation has yet to give a legal assessment of the reasons for what happened, including an assessment of the actions of officials with the appropriate authority. But it’s already obvious that such emergencies are the result of a formal approach to the fulfillment of tasks, the lack of clearly structured work on forecasting and preventing emergencies, ”he stated.

Dam destruction

On October 19, in the vicinity of the village of Schetinkino in the Krasnoyarsk Territory, a dam broke through on the Ceiba River. This happened at the gold mine of the Sisim company of the Sibzoloto holding. As a result of the collapse, a mudflow was formed, consisting of dirt, stones and rock fragments.

This village destroyed four more dams located on its way, and actually washed away two workers' dormitories. As a result of the emergency, 17 people died, three more went missing. Relatives have already identified all the dead. Their bodies are issued for burial.

Medical assistance was required for 28 victims. According to the latest data, nine people remain in hospitals. Nothing threatens their life.

“In Krasnoyarsk, in the regional clinical hospital, as of the morning of October 25, nine people from the number of victims in the Kuraginsky district are under treatment. The condition of all those in the hospital of moderate severity is either satisfactory, there is no threat to life, ”the website of the regional Ministry of Health says.

All the victims, as well as relatives of the dead and missing, will receive financial assistance, said the Minister of Social Policy of the Krasnoyarsk Territory Irina Pastukhova. According to her, the authorities will pay from 50 to 500 thousand rubles, depending on the damage to health, for 1 million families who died and up to 500 thousand rubles to those whose relatives were not found.

On October 21, the governor of the region, Alexander Uss, reported to President Vladimir Putin what measures the authorities were taking.

“The Governor of the Krasnoyarsk Territory, Alexander Uss, reported to the President of Russia on measures taken to eliminate the consequences of an emergency in the Territory, and on assisting the families of the dead, missing and injured. Vladimir Putin instructed the governor to implement all necessary measures, paying particular attention to the needs of people, ”the Kremlin’s press service said.

Criminal case

A criminal case has been instituted on the fact of the incident under Part 3 of Art. 216 of the Criminal Code of the Russian Federation (violation of safety rules during work, resulting in the death of two or more persons). It was transferred to the central apparatus of the Investigative Committee.

It is known that all five destroyed hydraulic structures were not registered, and therefore did not pass the examination.

“It was established that the dams were built illegally, without any permits, in order to divert groundwater at the gold mining site. The breakthrough began from the very top, and then four more hydraulic structures collapsed due to the force of the moving water flow, ”the UK website says.

Also during the meeting, judge Marina Poptsova voiced the preliminary cause of the accident in the case. So, the dam could be destroyed due to the fact that the soil from which it was made was not sufficiently investigated.

“GTS was built from local soil, the quality of this soil has not been determined. In general, it is necessary to establish whether this soil can be used for such structures. In addition, there are filtration processes in the GTS, that is, water filtration occurs through the GTS body, which has a negative effect - a decrease in soil adhesion, ”TASS quoted her as saying.

“The interrogated fully pleaded guilty”

It is known about three persons involved in the criminal case - the general director of the Sisim company Maxim Kovalkov, the foreman of the mountain section, Evgeny Alexandrov, and the head of the division, Andrei Eganov. According to the results of the court hearing on October 21, they were sent into custody for two months while the investigation is ongoing.

At the same time, Eganov pleaded guilty, collaborated with the investigation and helped the Ministry of Emergencies during rescue operations. Other defendants declare their involvement in the tragedy.

“The head of the station interrogated as a suspect fully admitted guilt, repented of his deed and expressed a desire to conclude a pre-trial agreement with the investigation. The director and the mining foreman of the gold mining cooperative do not admit guilt in the alleged crime, ”TASS reports to the SC.

The Investigative Committee also reported that Sisim’s employees tried to interfere with the investigation. Before law enforcement officers came to search the office of the company, they tried to get out the documentation and system units. However, this attempt was thwarted.

Also, in the course of ongoing work to eliminate the consequences of the accident, a safe was discovered. After an autopsy, gold was allegedly discovered in it. TASS, citing a source, reports that in total there were 18 kg of precious metal.

The Investigative Committee intends to file a petition for the arrest of this property, so that at the expense of it, it will compensate the victims for damage - there are 29 people in the case.
