The arrested man must have taken control of an ambulance with a weapon threat and driven off at high speed.
A couple of twins of seven months in a stroller were hit. The mother of the children, as well as an elderly couple, had to run away when the ambulance arrived, police say.
The children were lightly injured and all victims were taken to hospitals.
