The DRC is preparing to launch operations against Ugandan rebels of the ADF. Other operations are being planned, perhaps with the participation of the armies of the eastern neighbors. At the request of Rwanda, the Congolese government has begun discussions for the return of M23 ex-combatants. Since their defeat in 2013, they ask to be amnestied and to return, in vain.

If three months later, side M23, fears blockages, several Congolese security sources ensure that discussions continue.

Blacklist of " Rebellion Professionals "

Exchanges with the M23 wing based in Rwanda, but also with the men of Sultani Makenga who had chosen to take refuge in Uganda , after their defeat against the FARDC and Monusco. The military leader of M23 would no longer be stationed in a military camp in Uganda, he would have taken up positions somewhere on the border between Uganda, Rwanda and Congo.

A Congolese security source assures that the principle of collective integration of these ex-rebels in the army " is not consecrated " and that there will be "a lot of demobilized ". But there is no question of a blacklist of " professionals of the rebellion ", as their critics in the army call them. " If they come back, we will manage them, " says a service manager.
