The mayor of Abakan, Nikolai Bulakin, died in an accident. This was reported in the government of Khakassia.

“Today, Khakassia has suffered an irreparable loss. On behalf of the government of the republic and on my own behalf, I offer my deepest condolences. <...> Courage and strength to relatives and friends, "said the head of Khakassia, Valentin Konovalov, in an address to the inhabitants of the region.

The traffic police of the Krasnoyarsk Territory reports that the tragedy occurred on the 433rd kilometer of the R-257 highway. According to the agency, Bulakin was driving a Ford Explorer. RIA Novosti clarifies that Bulakin was moving towards the city of Kyzyl.

“According to preliminary data, in the daytime, traveling along 433 km of the Yenisei p-257 highway, Nikolai Bulakin, while driving a Ford car, lost control and allowed him to exit into a ditch with a subsequent collision with a tree. As a result of an accident, he died on the spot, ”the website of the regional traffic police reports.

According to the police, the cause of the accident could be heart problems. Preliminary investigation is being carried out.

The video published by the traffic police on the work of emergency services at the scene of an accident shows that the car hit by the head of Abakan on a tree fell on that part of the body where the driver and front passenger seats are located. Judging by the video, EMERCOM employees in the process of working with a damaged machine had to use a special tool.

The Interfax news agency, citing its own source, reports that on the morning of October 14, the mayor of Abakan attended the opening of a lyceum for 1,000 students, and then one went to the Krasnoyarsk Territory in a car and got into an accident near the village of Topolki near Minusinsk.

In connection with the death of the mayor, his duties will be performed by the first deputy Bulakin, Vladimir Zhukovsky, the agency notes.

Early elections of the head of Abakan will be held within six months, said the chairman of the election commission of Khakassia, Alexander Chumanin.

“By law, elections must be held within six months. The decision is made by the representative body, ”RIA Novosti quoted him as saying.

Nikolai Bulakin was born in 1952 in Tomsk. He studied at the Faculty of Mechanics and Mathematics of Moscow State Institute. Lomonosov in 1976, and in 1982 Bulakin graduated from the graduate school of the Moscow Aviation Technological Institute.

In 1976, he began work as an engineer at the design bureau of NPO Energia (nowadays RSC Energia named after S. P. Korolyov). In 1982-1991, Bulakin taught at the universities of Khakassia, in particular, he worked as the head of the Department of Higher Mathematics at the Abakan branch of the Krasnoyarsk Polytechnic Institute, as well as the head of the Department of Informatics and Computer Engineering of the Abakan State Pedagogical Institute.

Political activities of the former head of Abakan began in 1989. In the period from 1990 to 1995 he was a deputy of the Khakass Regional Council of People's Deputies, as well as a deputy of the Supreme Council of the Republic of Khakassia of the first convocation. In addition, in 1992, Bulakin was elected to the post of first deputy chairman of the Supreme Council of the Republic of Khakassia.

In 1995, he became the head of the municipality of the city of Abakan and was subsequently re-elected to this position five times: in 1999, 2004, 2008, 2013 and 2018. He received a number of state awards, in particular, the medal of the Order for Merit to the Fatherland I (2018) and II degrees (2003), as well as the Order for Merit to Khakassia.

In 2018, Bulakin claimed that he was considered as the future head of Khakassia, however, in his own words, he refused the corresponding proposal. The former mayor of Abakan announced this in October 2018 on local television.

As the mayor said in the program “Hour of the Mayor” on Khakass television, he was offered to agree to an acting with broad powers in deciding on personnel matters, finances and the organization of a new government structure.

“I refused ... In order for the president to appoint me acting president, I must resign from the post of head of the city, but this does not suit me. I don’t want that. I just got elected, and the townspeople trusted me, ”RIA Novosti quoted the words of the former mayor of Abakan.
