A concerted school in Alicante has expelled a girl from the dining room after her father refused to pay a dozen "voluntary fees", which each amounted to 82 euros . After the minor's father was informed that she could not continue enjoying the service for not facing the fees, he decided to file a complaint with the Department to open a file to the center. Finally, the regional department has reviewed the situation and forced the center to readmit the girl in the dining room .

Sources of the Ministry indicate that the Generalitat Valenciana already explicitly regulated the last legislature everything related to the economic contributions of the families to the educational centers . He did so in the decree published on April 15, which regulates the admission to public and private schools that offer education in Infant Education, Primary Education, Compulsory Secondary Education and Baccalaureate.

The same sources specify that in this decree it is stated that the public and private schools, "under no circumstances may receive amounts from the families for receiving the free education, nor require contributions for tuition or for reservation of place " . Nor can they impose on families the "obligation to make contributions to foundations or associations or require the acquisition of school equipment or equipment in specific establishments or the use of mandatory services associated with education, which require financial contributions from the students' families. ".

This decree also excludes extracurricular activities, complementary activities, and school services, "which in any case will be voluntary" . That is to say, a teaching center supported by public funds "cannot demand any payment for education but can charge for extracurricular and complementary activities, and for the (non-educational) services offered to students, although these must always be volunteers for families. "

In these extracurricular activities, which are always carried out outside school hours are the complementary ones (excursions or other activities within the school hours outside of what are the ordinary classes) or the dining room services, school psychologist, nursing or web platform , although from the Ministry specified that "in no case these activities and payment services may be mandatory for families"

The case of Alicante

According to the Ministry, the concerted school in Alicante where this case has occurred "had incorporated the voluntary fee that asks families to support the center in the same dining room receipt , " so that contribution "ceased to be voluntary for the families, thus contravening the Admission Decree ".

This father in question refused to be forced to pay the "voluntary fee" , so the school denied him access to the student's dining room service "despite the fact that the father was willing to pay for that service . "

On Friday, September 6, the father denounced this situation before the Territorial Directorate of Education in Alicante , which brought the facts to the attention of the Educational Inspection. Inspection issued a report on and sent a request to the head of the teaching center in which he was ordered to admit the student in the dining room and end the irregularity of loading the voluntary contribution fees on the dining room receipt , which can never be mandatory for families.

Before the requirement of the Educational Inspection, the center has rectified and unlinked the payment of the voluntary contribution of the families from the dining room receipt, so that the student can use this service .

If the center had persisted in the irregular practice of including in the dining room receipt the voluntary contribution requested to the families, the Department of Education would have convened the Conciliation Table provided in these cases and that could have ruled from an economic sanction to the center even the termination of the educational concert , these same sources add.

A concerted school in Alicante prevents a girl from using the dining room service because the father does not face "voluntary fees". The school called the father at noon and informed him of the decision. Immediately he has requested the opening of a file to the educational center.

Now they have forced the center to reinstate the girl in the dining room service.
