In his call, Johnson explained to Merkel the new proposals to the EU on the Irish border. The German chancellor had set as a condition for Brexit that N.Ireland remain in the customs union, which is unacceptable for London. Merkel would therefore have said that an agreement is "extremely unlikely" and "substantially impossible", the same anonymous sources report.
