The diagnosis commissioned by Congress and the Senate to draft a future equality plan in both Houses has detected "situations of moral, sexual and / or sex-based harassment" , since 10% of the workers interviewed for the report " they consider having lived "cases like this, as well as 3% of workers.

7% of women surveyed and 9% of men say "having witnessed them" , while 31% of respondents and 26% of respondents indicate that "something has been said" about it.

This is the study that Congress and the Senate commissioned in the previous legislature to an external company in order to write an Equality Plan for both Houses. A plan that does not yet exist, as the report points out, in addition to indicating other deficiencies.

Detects several gaps in training, reporting and identification of situations of sexual or sexual harassment . He emphasizes that in the General Courts no study has been carried out to detect "possible risks derived from harassment" such as "stress, depression or anxiety situations". He also notes that "a protocol for prevention and action against sexual harassment and harassment due to sex" is not made.

And he emphasizes that "formal internal channels have not been drawn up to denounce situations that personnel consider to be" communicated, such as "offensive, discriminatory or abusive" behaviors.

Raising awareness about these cases, as well as training , shine by their absence , based on the conclusions of the report. Perhaps because of this, the document points out, "in the Human Resources Department there is no record of any episode of sexual harassment or harassment based on sex."

Context and reconciliation demands

A total of 1,125 people make up the bodies of civil servants, labor personnel and eventual personnel of the Congress and of the Senate, according to the data as of January 31, 2019, which are what the study has. 58% are men and 62% are women. A nuance in which to repair: 70% of women and 65% of men are over 45 years old.

Of the three labor categories, the report underlines "the high proportion of women" in the temporary staff of the two Chambers, the sector with more temporality.

55% of these 1,125 workers have participated with their responses in the development of the diagnosis on which the future Equality Plan will be based.

The general feeling, the report points out, is that in the Courts , equal opportunities prevail : more than 60% of the people surveyed consider that the same opportunities to access the places that are convened, to promote themselves, to enter courses of training and to charge.

What's more: 96% of respondents and 90% of respondents conclude that they charge the same.

Change the landscape if you talk about conciliation . Among the staff, the demand for a different time regime stands out, in which the intensive day-round, telecommuting, flexibility in entrances and exits and rationalization in parliamentary activity fit, sometimes very long due to plenary sessions that conclude advanced the night. Between 40 and 60% of respondents request these measures.

The diagnosis says that 28% of women workers have asked for a reduction in working hours , a high percentage compared to 6% of men who have done so . And this despite the fact that 69% of respondents believe that it is incompatible to compress the schedule and have a position of responsibility. In the last year, by the way, 13 women requested reduced working hours to take care of their son or daughter. Only one man asked.

Harassment situations

The vast majority of workers believe that in the Congress and in the Senate there is "an equal climate", so that they do not perceive a sexist language on the web or in the communiqués or "discriminatory or macho attitudes or comments."

This is the main perception regarding the cases of harassment, because when the report inquires into "whether there are or have been cases of moral, sexual and / or sex-based harassment," more than 50% of women and men , in all labor categories, opt for this answer: "I don't think, the weather is very egalitarian."

However, 10% of the interviewees (average of women in all labor categories delimiting the study) and 3% of men (the same average) claim to have "experienced" harassment situations.

And here lies one of the shortcomings that the report detects. " Would you know who to contact in case of moral, sexual and / or sexual harassment? " He asks. 57% of the interviewees and 59% of the interviewees say: "No, because they have never informed me" .
