An interministerial circular was signed on 4 October in Abeche, to regulate the practice of diya, financial compensation paid by the perpetrator of a crime to the family of the victim.

This decision of the authorities was taken at the Governors' Conference. If the authorities intend to fight against the impunity that this practice engenders, the judicial environment evokes rather an announcement effect.

" The diya should not replace criminal prosecution ," says the circular co-signed by three ministers, which serves as a call to order for Djimet Arabi, Minister of Justice. According to him, this financial compensation has led in recent years to increased impunity in Chad.

" People count the dead on both sides, they pay the diya. They hinder any criminal prosecution against the perpetrator of these murders. This is an unacceptable situation, which is against the texts of the Republic. And this situation must absolutely stop. "
