The National Audit Office notes deficiencies in the design of the aid, which they mean, among other things, was due to the fact that the government has not produced sufficient decision basis for how, as a property owner, you could access the support.

- This is a failed venture. If the government had done a proper analysis before introducing this support, it would have been possible to foresee this low interest, says Linda Sahlen Östman, project manager at the OAG.

The goal of the government's contribution was to increase the renovation rate, make the properties more energy efficient and protect tenants from unreasonable rent increases. But just over 353 million of the money to be allocated has been granted.

In Stockholm County, only Stockholm's cooperative housing association, SKB, has been granted just over SEK 15 million in grants for a property in Botkyrka.

- There are several types of deficiencies, partly a complicated application process for the property owners. In addition, relatively few property owners have been able to apply for grants due to an area demarcation, says Linda Sahlen Östman, project manager at the OAG.

The demarcation of the area has meant that a greater part of the money has gone to sparsely populated areas rather than to the big cities.

- This demarcation that has been chosen has been implemented so that metropolitan regions receive a lower proportion who are eligible to apply for the grant while there is a higher proportion in sparsely populated areas. The government has directed the grant to areas where housing has low ability to pay, but it is not certain that the selected areas are the ones with the greatest renovation and energy efficiency needs, says Linda Sahlen Östman.
