No to the balance sheet, no to the VAT increase, which would have weighed on the household accounts. And no to a fight against short-term tax evasion. The formula of the premier Giuseppe Conte is simple: the taxes will not go up, the growth will be able to proceed towards more flattering figures.

The recipe is illustrated in front of the Assolombarda audience which, to tell the truth, does not seem too warm. But the prime minister, grappling with new divisions that cover the majority, convokes the social parties again for Monday at 12 in Palazzo Chigi and goes on: "Someone considers the missed increase in VAT as a foregone measure, but this increase would have weighed 542 euros for each family - emphasizes the head of the executive -. The positive impact of sterilization is 0.3% on growth estimated in 2020 ".

Pay less but pay all. It is the premier's mantra. He repeated it at the meeting organized by the Lombard industrialists at La Scala in Milan. On the fight against tax evasion "we cannot continue to pursue isolated and short-term initiatives". Various simulations are being studied to arrive at that social pact "which we intend to enter into with you businessmen, and all citizens", says Conte, explaining that "the success of this pact passes from a new vision, for which the Government must set an example".

The Minister of the Economy, Roberto Gualtieri, adds that in the maneuver there will not be "a generic list of auspices", but "an organic plan, with every single measure priced and evaluated". Having said that, however, the minister does not unbutton himself on the rumors that imply a revision of the tax deductions. The invitation is to patience: it would be premature to talk about the details now. A plausible hypothesis, however, would be to link deductions to income and to the traceability of payments, given that the red thread of the maneuver will be the incentive to use electronic money.

On another front, that of the school, sources from the Ministry of Economy deny that cuts are planned. Indeed, "the next budget law will identify more resources for both education and pre-school training, such as nursery schools and kindergartens", the dicastery underlines, confirming that the executive wants to make life easier for mothers, often forced to give up work to look after children at home.

However, the maneuver someone will have to displease: the resources are limited and you have to make choices, which for the moment seem vague and left to announce venturi. Precisely for this reason the president of Assolombarda Carlo Bonomi asks: "This time, be surprised! Italy is still, tell us three essential things you intend to do to relaunch it". And he adds that the 2.4 billion provided in the maneuver for cutting taxes on labor are not enough: "We need at least 13 or 14".

From the Lombard entrepreneurs the tones are harsh, therefore, so much so as to push the leader of the Carroccio Matteo Salvini to say that "Conte was spernacchiato by the industrialists". Matteo Renzi, on the other hand, criticizes from the inside of the majority, arguing that the cut of taxes thought by the executive would be too little, a simple "warm pannicello". Immediate response from the Deputy Minister of Economy of the Democratic Party, Antonio Misiani.

Renzi's party, Italia Viva, "had asked to postpone it to 2021" while "we are in government because we want to cut taxes on workers", Punged Misiani on Twitter.

Even the trade union front, however, complains of a lowering of the “too weak” wedge, as well as of the “inaction” on the financing of the renewal of public employment contracts and on the revaluation of pension allowances, reports Luigi Sbarra of Cisl. Conte, however, has invited the unions for a new confrontation next Monday. He will listen to everyone, once again, to try not to upset anyone.
