The acting government president, Pedro Sánchez, has announced at a socialist rally that he will unlock billions for the autonomous communities before the elections. His announcement implies that the socialist leader has suddenly found the legal formula that the Treasury Minister, María Jesús Montero, had been looking for for months, for the distribution of nearly 7,000 million in account deliveries . In the midst of a rally with the motto For a progressive government, with several hundred sweaty militants from the heat and and at the watchful eye of the Valencian president Ximo Puig and his finance advisor, Vicent Soler , sitting in the front row of the public, the President of the Government in office, has pledged to "release" before the 10-N elections the so-called installments that correspond to the Autonomous Communities by the autonomous financing model. It is 6,674 million euros in concept of both payments on account of 2019 and final settlement corresponding to the year 2017 and that the group of autonomous governments are eager to avoid liquidity problems.

Sanchez's announcement provoked the smile of Puig and Soler, who have insistently claimed their share, but it remains to be seen the reaction in the rest of the autonomies, especially those governed by the PP, who have denounced the "political use" and the " blackmail " that the Government made of the State funds that, by law, correspond to the regions for the cession of the IRPF regional rate, the assigned VAT and the special taxes. The PSOE was accused before calling elections to pretend that there was no legal formula to force an abstention from the PP and Citizens.

That formula has appeared and, if the announcement of the president is fulfilled, it will be approved in the Council of Ministers at the proposal of Montero , which must justify reasons of urgency and general interest to counteract the report against which she herself claimed to have in August.

Sanchez said he regretted that "others" rip their clothes now asking for the release of those funds "when, in his opinion, if there was no government in office" there would be no problem. Faced with the insistent demand of the Valencian Government, among several other regional executives, to accelerate the reform of the autonomous financing system, Sánchez again committed himself to promoting it if he manages to govern, but he did not catch his fingers with the deadlines.
