The Minister of Human Resources and Emiratisation, Nasser bin Thani Al Hamili, has confirmed that the implementation of the Emiratisation resolutions recently adopted by the Cabinet headed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, will start in early November.

He stressed the ministry's commitment to cooperate with its partners in the implementation of His Highness' vision and directives on Emiratization decisions and the required management of the labor market, so that it is possible for citizens and attracts the talents, competencies and expertise that constitute a qualitative addition to the national economy.

Al-Hamli said that the federal and local efforts and the private sector will unite under these decisions, both in terms of employment and training programs, rehabilitation and empowerment, in light of the follow-up and guidance of the leadership, which is a great momentum for the resettlement file in its various dimensions in the short, medium and long term.

He explained that the program of implementation of Emiratisation decisions focuses on four main axes, which include achieving the objectives of Emiratisation, increasing the attractiveness of the private sector and stimulating it to attract citizens, develop their abilities and skills and prepare national competencies to lead the competitive knowledge economy.

He pointed out that coordination is underway between the Ministry and its partners in the Central Bank, the Securities and Commodities Authority, the Telecommunications Regulatory Authority and the General Authority of Civil Aviation, to apply the new Emiratisation systems in the targeted economic sectors, namely civil aviation (airports, airlines), telecommunications, banks, insurance and real estate development, in order to increase localization. In these sectors will provide about 20 thousand jobs in target sectors by 2022.

Al-Hamli added that the government and semi-government companies will be obliged to raise the percentage of Emiratisation in the support services professions annually by 10% in parallel with the appointment of government agencies in the new administrative and supervisory functions to citizens.The ministry will cooperate with the Federal Authority for Government Human Resources in following up the implementation.

He said work is underway to identify the companies targeted by the resolution in preparation for its implementation, especially as the majority of the graduates of the new nationals and job seekers have the required specializations in the administrative and support service professions.

Al-Hamli stated that the target support services professions were identified in five groups, including the financial, human resources, information technology, legal affairs and procurement professions, which are the same groups that will require government institutions and the private sector to give priority to the recruitment of citizens in these establishments in the 160 jobs targeted gradually. According to a mechanism to be coordinated between the Ministry and the Federal Authority for Identity, Nationality and Federal Human Resources, to ensure that jobs in the targeted occupational groups are offered to citizens before the issuance of a work permit and entry permit for a foreigner to fill these positions.

He pointed out that the concerned teams have started their work to implement the Cabinet's decision on the amendment of the law regulating labor relations, pensions and social insurance, aimed at bringing concessions between the public and private sectors to support the work of citizens in the private economic sectors, especially that the upcoming amendments related to working days, hours, weekly rest and holidays in the sector The basis for calculating the salary of participation in the General Authority for Pensions and Social Insurance, and calculating the pension account and mechanisms of service annexation.

Al Hamli explained that the implementation plan for the National Human Resources Development Fund, which has a capital of 300 million dirhams, is currently being developed in terms of the mechanism of financing training programs and receiving contributions from companies and establishments that are not committed to the Emiratisation package and other axes that will govern the work of the Fund to achieve the desired objectives. In terms of supporting Emiratisation programs and qualifying national competencies and capabilities, and enable them to work in strategic sectors.

He pointed out that the Ministry is working on the implementation of the mechanism of the field program to train about 8,000 citizens annually graduates in government and semi-government companies and private sector facilities for a period of six to 12 months, which will be paid monthly rewards to the trainee not less than 10 thousand dirhams supported by the government by 40% %.

Rehabilitation of 18 thousand citizens

The Minister of Human Resources and Emiratisation, Nasser Bin Thani Al-Hamli, said that the Higher Colleges of Technology will implement specialized diplomas to qualify and prepare citizens to work in various vital economic sectors in the most demanding jobs in the labor market to qualify and train 18 thousand citizens during the next three years.

He pointed out that the diplomas will be specialized such as diploma of financial and banking audit, real estate and human resources and others, in addition to skills training programs.

He pointed out that work is underway to design and develop the Emiratization Index System, which is one of the Emiratisation decisions package, which aims to monitor and announce the best and worst entities in achieving Emiratization targets to ensure transparency in the Emiratisation file, in parallel with identifying the distinctive private sector establishments that will give priority.
