"CCTV" and "eyewitnesses" suggest that the Lubrizol chemical plant fire in Rouen took to "outside" the site, according to a company statement.

The Lubrizol group has lodged a complaint for "involuntary destruction by explosion or fire" after the fire on Thursday of part of its site in Rouen, said Monday the prosecutor Rouen Pascal Prache.
The complaint, filed Saturday, aims at the involuntary destruction "by manifestly deliberate violation of a duty of security or prudence," the magistrate told AFP.
