30 September 2019A delegation, led by Senate vice-president Roberto Calderoli (Lega), lodged the question with the Cassation to propose a referendum on the electoral law.

The request provides for the repeal of the proportional part of the Rosatellum. To support the regional councilors of Veneto, Sardinia, Lombardy, Friuli, Piedmont, Abruzzo, Liguria and Basilicata.

"I would call it Popolarellum, since the people will decide". "The Popolarellum is the Anglo-Saxon system, we are inspired by the pure English majority. Whoever wins goes to govern. We would return to bipolarity or tripolarism ", explains Calderoli.

Forza Italia on this "is wavy", - continued Calderoli - because "perhaps he would like a proportional share". But "first the people talk, without bothering everything" and the referendum "I'm sure we will win it". If all goes well, "on February 10 the Constitutional Court approves and gives the green light" adds Calderoli, who disputes the idea of many jurists, that the referendum is unconstitutional because it is not self-applying: "There are many examples that deny this thesis "he comments.

Like all other electoral laws, Calderoli explains "it needs the definition of the colleges through a delegation to the government. I used the same delegation that is provided for in the law 51 of 2019, that is the law that makes the electoral law applicable even in case of reducing the number of parliamentarians ".

For Calderoli, if the government said no to the completion of the law "the pitchforks would return to the streets. And this time they would not be only for agriculture". Parliament has more than three months to intervene, but "it won't make it, it's science fiction". The other parties wanted a different electoral law but so "we cheat them. They wanted to return to the proportional with fussy governments made up of parties and fake little parties".
