28 September 2019The restaurant closed yesterday due to the occupation of public land has already been reopened and fined for the anomaly of the payment of a quota of more than 20% applied to the account and not provided for by law. These are the penalties for the restaurant "L'Antico Caffè di Marte", in the center of Rome, Ponte Sant'Angelo area, the protagonist of a controversy over a very high bill (429 euros including 80 tip) to two Japanese tourists launched on social media and became viral on the web. The local police officers of Roma Capitale who had closed the restaurant 15 days earlier put the seals at the restaurant. The restaurant had reopened and yesterday, after yet another inspection, it was closed again, but just as quickly reopened this morning.

Irregularities
On the receipts affair, a fine of 5 thousand euros was raised at the restaurant because in the bill of the blow there was added "the cost of the service", 80 euros of "mandatory" tip. To which other administrative irregularities have been added. And this morning, with the supervision of two local police officers, the owner removed the irregular tables and then regularly reopened. The dispute concerns the insertion of the so-called 'service' in the receipts issued to the two tourists. As for the amount of lunch, everything was indicated correctly on the menu. Having analyzed the invoice with the detail of the ordered dishes, the local police officers found that the receipt corresponded to what was actually consumed by the two tourists, including some fresh fish courses, with the price varying according to the weight. The lawyer Carlo Scorza, lawyer of the restaurant owners, spoke on the matter, stating that "the two Japanese tourists consumed in addition to the first course 'tonnarelli cacio e pepe', two grilled mixed fresh fish, a side of grilled vegetables, in addition to drinks and table service and, even when paying, they gave the waiters a tip of 80 euros ". "Unique" has been defined as "the circumstance that no objection has arisen at the time of payment occurred on 4 September 2019 and that, only after more than twenty days, the two tourists have remembered to dispute the account".

The reaction of Codacons and Federalberghi
"There is always someone not very serious, who takes advantage of it, in Italy as elsewhere in all the major tourist destinations - comments the President of Federalberghi Lazio Giuseppe Roscioli - and these episodes damage the image of the city and the entire tourism sector. It also happens on the road - he continues - when a peddler sells a bottle of water asking the tourist on duty for 5 euros ". Carlo Rienzi, president of the Codacons, goes on the attack asking the Municipality for drastic measures: "If impropriety and cunning are ascertained, the license in question must be definitively withdrawn from the premises in question, also as a deterrent to similar behaviors, unfortunately still very frequent in Rome ".

"Savory" precedents
A few months ago he had scandalized the € 81 receipt for two sandwiches and two cappuccinos, before the € 24 for two ice creams, and it was always exercises in the San Pietro area.

Controls of municipal and carabinieri
In reality it is not the only activity sanctioned yesterday by the local police who, together with the carabinieri, carried out a series of checks in the city center. Overall, administrative fines for abusive use of public land for a total of 2 thousand and 253 euros have been disputed, in addition to the recovery of the occupation tax on public land, for 487 thousand and 600 euros disputed by the managers of 4 premises in via della Vite and 7 premises in via and piazza delle Coppelle. Two restaurants in Via della Vite and one in Piazza delle Coppelle, already relapsing due to the occupation of public land, risk closing the restaurant. A bar in Piazza di Spagna was sanctioned for 1,500 euros for having kept croissants and donuts without labeling on traceability; 30 kg of these foods have been seized.
