As noted on the website of the department, the bill was developed on behalf of the Minister of Internal Affairs of Russia Vladimir Kolokoltsev.

“The legislation of the Russian Federation provides that a police officer, performing the duties assigned to the police and realizing the rights granted to the police, acts as a representative of state power and is protected by the state,” the text says.

The document proposed clarifying the concept of “insulting a police officer” in the form of disseminating information regarding “expressing disrespect to the Russian police”.
